Abstract
The many duties of the Regent of Serang Regency in carrying out his government, especially in activities such as events/ceremonies, trips and working visits of leaders as well as the reception of local government guests as a benchmark for the Regent of Serang Regency in carrying out his activities. Therefore, the role of protocol and communication of the Regional Secretariat leadership is urgently needed to support the activities of the duties or official activities so that it is easier and smoother to carry out the activities of the Regent as the Regional Head in activities that have been or have not been scheduled. The purpose of this study is to find out how to apply organizational communication, relationships and obstacles contained in the protocol and communication section of the regional secretariat leadership in supporting the activities of the regent's office. The theories used in this study are organizational communication theory and role theory based on indicators according to Dozier. This study uses a qualitative approach with an indepth interview method and produces descriptive data. The results of this study can be concluded that the role of the protocol and communication section of leaders is still not optimal in carrying out their duties, especially in the indicators of Communication Technicians.

| Additional Information: | Banyaknya tugas Bupati Kabupaten Serang dalam menjalankan pemerintahannya terutama dalam kegiatan seperti acara/upacara, perjalanan dan kunjungan kerja pimpinan serta penerimaan tamu-tamu pemerintah daerah sebagai patokan Bupati Kabupaten Serang dalam melaksanakan kegiatannya. Maka dari itu peran protokoler dan komunikasi pimpinan Sekretariat Daerah sangat dibutuhkan untuk menunjang kegiatan tugas atau kegiatan dinas tersebut agar lebih mudah dan lancar dalam melaksanakan kegiatan Bupati sebagai Kepala Daerah dalam kegiatan yang sudah maupun belum di agendakan. Tujuan penelitian ini adalah untuk mengetahui bagaimana penerapan komunikasi organisasi, relasi dan hambatan yang terdapat pada bagian protokol dan komunikasi pimpinan setda dalam menunjang kegiatan dinas bupati. Teori yang digunakan dalam penelitian ini adalah teori komunikasi organisasi dan teori peran (Role Theory) berdasarkan indikator menurut Dozier. Penelitian ini menggunakan pendekatan kualitatif dengan metode wawancara mendalam (indepth interview) dan menghasilkan data deskriptif.
