Abstract
This research focuses on the effectiveness of Ball Pick - up priority program for disabilities at the Serang City Population and Civil Registration Service. The focus in this research is to find out the level of effectiveness of implementing the jemput bola priority program for disabilities at the Serang City to making e-KTPs. This research uses Duncan's theory in (Steers: 2010) to measure the effectiveness of program implementation, including the dimensions of goal achievement, integration and adaptation. The research method uses descriptive quantitative methods with statistical analysis. The sampling technique used the snowball sampling method for 75 respondents. Data analysis was carried out through statistical testing using the SPSS version 24 program. The research results showed that the effectiveness of the jemput bola priority program for disabilities at the Serang City Population and Civil Registration Service obtained a calculation result of 72.2% and was declared effective. These results were obtained from the hypothesis testing criteria where the calculated r value was greater than the r table (7.844 > 1.293), so in this study the null hypothesis (Ho) was rejected and the alternative hypothesis (Ha) was accepted. The researcher's suggestions include optimizing the ssop related to the time period for following up applications for jemput bola priority program for disabilities in making e-KTPs, improving overall coordination between the Serang City Dukcapil Office and each sub-district/sub-district, as well as the community of people with disabilities in socializing the program and service facility or call center to get fast respons.

Tujuan penelitian ini adalah untuk mengetahui seberapa besar tingkat efektivitas pelaksanaan program jemput bola prioritas dalam pembuatan KTP-el bagi penyandang. Penelitian ini menggunakan teori Duncan dalam (Steers: 2010) untuk mengukur efektivitas pelaksanaan program, meliputi dimensi pencapaian tujuan, integrasi dan adaptasi. Metode penelitian menggunakan metode kuantitatif deksriptif dengan analisa statistik. Teknik pengambilan sampel menggunakan metode snowball sampling sebanyak 75 responden. Analisis data dilakukan melalui pengujian statistik menggunakan program SPSS versi 24. Hasil penelitian diketahui efektivitas program jemput bola prioritas bagi penyandang disabilitas di Dinas Kependudukan dan Pencatatan Sipil Kota Serang mendapatkan hasil perhitungan 72,2% dan dinyatakan efektif. Hasil tersebut diperoleh dari kriteria uji hipotesis yang mana hasil perhitungan nilai r hitung lebih besar dari r tabel (7,844 > 1,293) maka dalam penelitian ini hipotesis nol (Ho) ditolak dan hipotesis alternatif (Ha) diterima. Saran Peneliti diantaranya, optimalisasi penerapan SOP terkait kurun waktu dalam tindak lanjut pengajuan permohonan jemput bola pioritas dalam pembuatan KTP-el bagi penyandang disabilitas, meningkatkan koordinasi secara utuh antara Disdukcapil Kota Serang dengan tiap-tiap kelurahan/kecamatan, serta komunitas penyandang disabilitas dalam mensosialisasikan program serta fasilitas layanan nomor pengaduan (call center) atau kontak yang dapat dihubungi dengan mudah dan renponsif, juga memaksimalkan fungsi website dan sosial media instansi. | ||||||
