Abstract
Ratih Permita Sari. 6661091382. Pengelolaan Wilayah Pesisir di Desa Lontar Kecamatan Tirtayasa Kabupaten Serang. Program Studi Ilmu Administrasi Negara. Fakultas Ilmu Sosial dan Ilmu Politik. Dosen Pembimbing II: Juliannes Cadith, M.Si Kata Kunci: Pengelolaan, Wilayah Pesisir Fokus dalam penelitian ini adalah pengelolaan wilayah pesisir di Desa Lontar Kecamatan Tirtayasa Kabupaten Serang. Tujuan penelitian untuk mengetahui Pengelolaan Wilayah Pesisir di Desa Lontar. Teori yang digunakan dalam penelitian adalah teori Pengelolaan Wilayah Pesisir Secara Terpadu dari Dahuri (2008). Metode penelitian yang digunakan yaitu kualitatif dengan teknik observasi dan wawancara mendalam. Teknik analisis data penelitian menggunakan analisis data Prasetya Irawan (2005). Hasil penelitian bahwa pengelolaan wilayah pesisir di Desa Lontar masih belum optimal karena dalam perencanaan yang dibuat tidak adanya ikut serta dari masyarakat lokal Desa Lontar, dalam pelaksanaan pengelolaannya masih banyak kekurangan-kekurangan serta hambatan-hambatan yang berasal dari masyarakat itu sendiri maupun dari pihak Pemerintah Kabupaten Serang yang terkait, masih lemahnya pengawasan dari Dinas Kelautan, Perikanan, Energi, dan Sumberdaya Mineral Kabupaten Serang dalam pengelolaan wilayah pesisir di Desa Lontar, dan Evaluasi yang dilakukan tidak kontinyu. Saran dalam penelitian yaitu membuat perencanaan yang bersifat bottom up, meningkatkan kesadaran serta peran serta masyarakat dalam pengelolaan yang terpadu dan berorientasi kepada masa depan/keberlanjutan, meningkatkan koordinasi dari tiap stakeholder secara berkesinambungan dan sistematis, menindak tegas segala pelanggaran yang tidak sesuai dengan prinsip pengelolaan wilayah pesisir secara terpadu agar tidak terjadi kerusakan lingkungan yang semakin parah di Pesisir Desa Lontar.

Theory used in this research is theory the management of the coastal area is integrated from Dahuri (2008). The research method used qualitative observation techniques and in-depth interviews. Technique of data analysis in this study uses data analysis Prasetya Irawan (2005). The results showed that the management of the coastal area in the village of Lontar has still not optimal because in the planning made the absence of local community participated at the village of ejection, in the implementation of the operations are still many deficiencies and constraints that come from the community itself or from the County Government, still weak monitoring of the Department of Marine, Fishery, Energy, and Mineral Resources District Serang in the management of the coastal area in the village of Lontar, and evaluation is not continuous. The recommendation in this research that is make a planning bottom up, raising awareness and community participation in the management of an integrated and oriented to the future/sustainability, improve coordination of stakeholders continuously and systematically, resolutely crack down on any violations that do not comply with the principles of integrated coastal area management in order not to damage the environment is getting worse in the coastal village of Ejection. |
