Abstract

The PPID of the DPR RI Secretariat General is central to communicating all forms of information about the institution to the public. In recent years, the institution has won an “informative” award from the Public Information Commission. In contrast to these achievements, public distrust of DPR RI remains an issue that must be addressed. Therefore, this research aims to describe the Fact Finding, Planning, Communicating and Evaluation stages; and examine the implementation of transparency, accountability, participation, innovation and inclusion in public information services as a concretization of Open Parliament at PPID Setjen DPR RI. This research uses a descriptive qualitative method by using interviews, observation and documentation as data collection techniques. The theory used is Public Relations Management Theory (Scott M. Cutlip, Allen H. Center, and Glen M. Broom). Based on the results of the research, PPID of the Secretariat General of the DPR RI has basically carried out public relations management starting from Fact Finding, Planning, Communicating and Evaluation, but the implementation is not optimal because there are still various obstacles such as the information requested is not controlled by the PPID Executor in the relevant AKD; the application of the values of transparency, accountability, participation and innovation has not run as expected; and the implementation of socialization that has not reached certain groups of society. Some of these obstacles contrast with the results of monitoring and evaluation by the Central Information Commission on PPID Setjen DPR RI due to the superficial standard of information service assessment. The suggestions that can be given based on the results of the study are that the PPID of the Secretariat General of the DPR RI is expected to carry out public relations research as a basis for identifying problems; oversee and ensure the implementation of the principles of transparency, accountability, participation and innovation that have been initiated in the form of online public information services; and start utilizing other communication media. PPID Implementers are expected to pay more attention to the completeness of public information and the Central Information Commission is expected to improve the standard of information service assessment.

Additional Information:	Keberadaan PPID Sekretariat Jenderal DPR RI sangat sentral untuk mengkomunikasikan segala bentuk informasi mengenai lembaganya kepada publik. Beberapa tahun belakangan, DPR RI berhasil meraih penghargaan “informatif” dari Komisi Informasi publik. Kontras dengan pencapaian tersebut, di sisi lain ketidakpercayaan masyarakat terhadap DPR RI masih menjadi sebuah isu yang mesti segera ditangani. Maka dari itu, penelitian ini bertujuan untuk memaparkan tahap Fact Finding, Planning, Communicating dan Evaluation; serta mengkaji implementasi transparansi, akuntabilitas, partisipasi, inovasi dan inklusi dalam pelayanan informasi publik sebagai konkretisasi Open Parliament pada PPID Setjen DPR RI. Adapun penelitian ini menggunakan metode kualitatif yang bersifat deskriptif dengan menjadikan wawancara, observasi dan dokumentasi sebagai teknik pengumpulan data. Teori yang digunakan adalah Teori Manajemen Humas (Scott M. Cutlip, Allen H. Center, dan Glen M. Broom). Berdasarkan hasil penelitian, pada dasarnya PPID Sekretariat Jenderal DPR RI telah menjalankan manajemen humas mulai dari Fact Finding, Planning, Communicating dan Evaluation, namun dalam pelaksanaannya kurang maksimal sebab masih terdapat berbagai kendala seperti informasi yang dimohon tidak dikuasai oleh PPID Pelaksana di AKD terkait; penerapan nilai transparansi, akuntabilitas, partisipasi dan inovasi yang belum berjalan sesuai dengan yang diharapkan; serta pelaksanaan sosialisasi yang belum menjangkau sebagian kelompok masyarakat tertentu. Beberapa kendala tersebut kontras dengan hasil monitoring dan evaluasi oleh Komisi Informasi Pusat terhadap PPID Setjen DPR RI dikarenakan standar penilaian pelayanan informasi yang masih superfisial. Adapun saran yang dapat diberikan berdasarkan hasil penelitian yakni diharapkan kepada PPID Sekretariat Jenderal DPR RI agar melaksanakan riset kehumasan sebagai dasar dalam mengidentifikasi masalah; mengawal dan memastikan penerapan prinsip transparansi, akuntabilitas, partisipasi dan inovasi yang telah diinisiasi dalam bentuk pelayanan informasi publik secara daring; serta mulai memanfaatkan media komunikasi lainnya. Sedangkan bagi PPID Pelaksana diharapkan untuk lebih memperhatikan kelengkapan informasi publik dan bagi Komisi Informasi Pusat diharap agar meningkatkan standar penilaian pelayanan informasi.
