Abstract
RAKHMAT BAKHTIAR, 6661101697. Program Studi Ilmu Administrasi Negara, Fakultas Ilmu Sosial dan Ilmu Politik, Universitas Sultan Ageng Tirtayasa. Implementasi Undang-Undang Nomor 14 Tahun 2008 Tentang Keterbukaan Informasi Publik di Kabupaten Pandeglang (Studi Pada Pejabat Pengelola Informasi Dan Dokumentasi Kabupaten Pandeglang). Kata Kunci : Implementasi Kebijakan, Kebijakan Publik. Implementasi Undang-Undang Nomor 14 Tahun 2008 Tentang Keterbukaan Informasi Publik di Kabupaten Pandeglang. Identifikasi masalah : 1) keterbukaan Informasi di Kabupaten Pandeglang masih belum optimal, kecenderungan pemerintah daerah menyembunyikan informasi penting yang seharusnya dibuka ke publik; 2) PPID Pembantu dalam hal ini adalah petugas yang berkaitan memberikan informasi publik masih belum memahami sepenuhnya isi dari UU KIP; dan 3) petugas PPID kurang memahami bahwa keterbukaan informasi adalah tolok ukur dari akuntabilitas kinerja pemerintah daerah. Metode penelitian adalah kuantitatif deskriptif. Subjek penelitian: PPID Kabupaten Pandeglang. Karena jumlah populasi kecil, peneliti menggunakan teknik sampling jenuh. Pengumpulan data dengan menyebarkan kuesioner, wawancara tidak terstruktur, observasi, studi kepustakaan dan studi dokumentasi. Analisis data menggunakan uji t-test satu sampel. Hasil penelitian: Implementasi Undang-Undang Nomor 14 Tahun 2008 Tentang Keterbukaan Informasi Publik di Kabupaten Pandeglang sudah optimal karena mencapai 85,54% dari hipotesis 75% yang diharapkan. Atau thitung lebih besar dari pada harga ttabel (17,57>1,981). Kesimpulan: PPID telah berupaya dengan sangat baik untuk melayani masyarakat dalam menyediakan informasi yang telah dimohonkan sebelumnya oleh masyarakat, meskipun dalam beberapa hal terjadi ketidakpuasan dari pemohon informasi publik itu sendiri. Kurangnya pemahaman dari pemohon mengenai UU KIP dan informasi macam apa yang bisa dimohonkan maupun yang dikecualikan membuat petugas PPID harus memberikan penjelasan yang gamblang mengenai UU tersebut. Perselisihan informasi publik sering terjadi karena adanya missed communication antara pemohon dan petugas PPID. saran: harus ada sistem koordinasi informasi, yaitu sistem pelaporan dari masing-masing bidang kepada PPID atas daftar kegiatan dan informasi-informasi yang harus diumumkan secara berkala serta informasi yang terbuka untuk publik; Untuk mengoptimalisasi kinerja dari PPID, peneliti menyarankan agar pejabat PPID Utama maupun PPID Pembantu diharapkan tidak merangkap jabatan agar pekerjaan yang dilakukan bisa lebih fokus pada pemberian layanan informasi; membekali petugas PPID tentang tata cara pemberian pelayanan publik yang baik dan prima sehingga masyarakat sebagai pemohon merasa nyaman dan merasa dibantu maksimal oleh petugas pelayanan; keterbukaan informasi publik hendaknya diiringi dengan gerakan sosialisasi yang massif untuk warga masyarakat agar terbukanya pikiran masyarakat mengenai pentingnya informasi publik sehingga mendorong partisipasi masyarakat.

Problem Identifications : 1) information transpiration in pandeglang city is not in optimal yet, cause the district governor hides the important information which has to be published to all over public environment. 2) the manager decision maker of district information helper which the responsible to give public information doesn’t understand well yet about the content of public information transparancy law. 3) the responsible of the manager decision maker of district information doesn’t understand well that information transparancy is the example from acuntability of the district governor works. Research metode is descriptif quantitative. Research subject : the manager decision maker of district information of pandeglang city. Because of few population amount. The researcher used the saturated sampling technic. The submitting data with questioner giving, unstructured interview, observation, library study and documentation study. Data analysis uses t-test examination one sample. Research result : The implementation of law number 14 year 2008 about public information transparation in Pandeglang city has been in optimal because it reaches 85,54% from the hoped hypothesis 75%. Or t count is bigger than t table price (17,57>1,981). The conclusion : the manager decision maker of district information has done the effort very well to serve the people to give the information which has been asked before by the people. Although there are unsatisfactions from the asker of the public information. Less understanding from the asker about public information transparancy law and what about the information which they needed. Public information deviation happened because of missed communication between the asker and the responsible of public information transparancy law. Suggestions : must be there are information coordination system, reporting system from every sectors to the manager decision maker of district information about the list of activities and informations which has to be concerned announced and transparency information into the public. To optimalize works of the manager decision maker of district information. To equip the responsible of the the manager decision maker of district information about the way to give good public service to make the people satisfied from that service. Information transpiration must be followed by massive socialization to the people for the open minds of the people about the important of the public information to support people participations. |
