Abstract

Political recruitment is an important element for political parties. The pattern of recruitment of political party cadres is one of the factors that influences the quality of members of regional legislative councils. The aim of this research is to determine the recruitment patterns used by the PPP and the Hanura Party in Serang City and to compare the two parties between the PPP and the Hanura Party. This research uses Pippa Norris's recruitment theory which consists of: certification, nomination, selection which is used to dissect field findings. This research uses a qualitative research method with a case study approach. The results of this research show that the PPP and Hanura Party political recruitment processes carried out by PPP and Hanura have several differences and similarities in the stages of implementation, these parties use three-stage selection; The PPP and Hanura Party certification stages use the same pattern, namely they tend to be open and closed, both candidates use an open and closed pattern with several additional requirements submitted by the party, the difference lies in the qualifications of the candidates who will register themselves, PPP is basically every citizen country. to take part in the selection process, but more specifically, that is, every candidate who will register must have an Islamic background, while the Hanura Party's qualifications are only limited to the formal rules contained in the election law without any restrictions on certain groups or groups. The serial numbers for PPP and Hanura are both determined by the elite parties because the power of the elite parties still dominates. In the election stages, both of them use a selection pattern that takes place democratically using special procedures owned by each party.

Additional Information:	Rekrutmen politik menjadi salah satu elemen yang penting bagi partai politik. Pola rekrutmen kader partai politik merupakan salah satu faktor yang memengaruhi kualitas anggota dewan perwakilan rakyat daerah. Tujuan dari penelitian ini ialah untuk mengetahui pola rekrutmen yang digunakan oleh PPP dan Partai Hanura di Kota Serang serta membandingkan kedua partai antara PPP dan Partai Hanura. Penelitian ini menggunakan teori rekrutmen Pippa Norris yang terdiri dari: sertifikasi, nominasi, pemilihan yang digunakan untuk membedah temuan lapangan. Penelitian ini menggunakan metode penelitian kualitatif dengan pendekatan studi kasus. Hasil penelitian ini menunjukan bahwa PPP dan Partai Hanura proses rekrutmen politik yang dilaksanakan oleh PPP dan Hanura terdapat beberapa perbedaan dan persamaan dalam tahapan pelaksanaanya, partai-partai tersebut menggunakan seleksi tiga tahap; tahapan sertifikasi PPP dan Partai Hanura menggunakan pola yang sama yaitu cenderung bersifat terbuka dan tertutup, tahapan nominasi keduanya menggunakan pola terbuka dan tertutup dengan beberapa persyaratan tambahan yang diajukan partai, perbedaanya terletak pada kualifikasi kandidat yang akan mendaftarkan diri, PPP pada dasarnya setiap warga negara berhak untuk mengikuti proses seleksi akan tetapi lebih spesifik yakni setiap kandidat yang akan mendaftar wajib berlatar belakang Islam, sedangkan Partai Hanura syarat kualifikasi hanya sebatas aturan formal yang terdapat dalam undang�undang pemilu tanpa adanya pemisahan dari kelompok ataupun golongan tertentu. Penentuan nomor urut untuk PPP dan Hanura keduanya ditentukan oleh elit partai karena masih mendominasinya kekuatan elit partai. Tahapan pemilihan, keduanya sama-sama menggunakan pola seleksi pemilihan yang berlangsung secara demokratis dengan mengenakan prosedur khusus yang dimiliki oleh masing�masing partai.
