Abstract
Non-cash Food Assistance or BPNT is an assistance program that was formerly the Prosperous Rice Program, then was transformed into non-cash food assistance in the form of assistance in the form of food ingredients to help the welfare of the poor in obtaining appropriate nutrition. In this case the author is interested in researching: How is the Government's Authority in distributing noncash food assistance programs? And what are the obstacles in the distribution of non-cash food assistance in Pandeglang district? The theory used in this study is the theory of Authority and the theory of Supervision. The research method used is empirical juridical by looking at a legal reality within the Pandeglang District Social Service. The data used in this research are primary laws, namely laws and regulations and primary data in the form of interviews with one of the Pandeglang District social services to complete empirical juridical data and are analyzed descriptively. The results of this study show that the government's authority in distributing non-cash food assistance has a positive impact on beneficiary families because in the implementation of non-cash food assistance. And the difference in food prices at e-warongs and prices at traditional markets is that they are indeed different because non-cash food assistance costs food ingredients based on prices from the Ministry of Home Affairs and the obstacle in distributing non-cash food assistance is not checking vaccine certificates, balances are not filled, Family Welfare Cards is lost. The conclusion of this study is that the government's authority in distributing non-cash food assistance is good. Suggestions from researchers need tighter supervision in the distribution of non-cash food assistance because there are still individuals who commit fraud.

Dalam hal ini penulis tertarik meneliti tentang: Bagaimana Kewenangan Pemerintah dalam penyaluran Program bantuan pangan non tunai? Dan apa kedala dalam penyaluran bantuan pangan nontunai di kabupaten pandeglang?. Teori yang di gunakan dalam penelitian ini adalah teori Kewenangan dan teori Pengawasan. Metode penelitian yang digunakan adalah Yuridis empiris dengan melihat sesuatu kenyataan hukum didalam Dinas Sosial Kabupaten Pandeglang. Data yang digunakan dalam penelitian ini berupa hukum primer yaitu peraturan perundangundangan dan data primer berupa wawancara dengan salah satu pihak Dinas sosial Kabupaten Pandeglang untuk melengkapi data yuridis empiris serta di analisis secara deskriptif analitis. Hasil dari penelitian ini, diketahui Kewenangan pemerintah dalam penyaluran bantuan pangan non tunai memberikan dampak positif bagi keluarga penerima manfaat karena dalam pelaksanaan bantuan pangan non tunai. Dan perbedaan harga bahan pangan di e-warong dengan harga di pasar tradisional yaitu memang berbeda soalnya bantuan pangan non tunai harga bahan pangan nya berdasarkan Harga dari kemendagri dan kendala dalam penyaluran bantuan pangan nontunai ialah tidak menilik surat vaksin, saldo tidak terisi, Kartu keluarga sejahtera hilang. Kesimpulan penelitian ini adalah Kewenangan pemerintah dalam penyaluran bantuan pangan nontunai sudah baik .saran dari peneliti di perlukan pengawasan yang lebih ketat dalam penyaluran bantuan pangan non tunai ini karenakan masih terdapat oknum oknum yang melakukan kecurangan. | |||||||||
