Abstract

A short circuit ground fault on the Shipunloader I feeder at the AV03 Harbour transformer causes the Neutral Grounding Resistance (NGR) to be 9,54 Ω, which is below the standard specification of 12 Ω ±10%. In addition, there is no ground fault relay embedded in the existing. PT Krakatau Chandra Energi plans to increase the capacity of the AV03 Harbor transformer from 40 MVA to 80 MVA. Therefore, this study conducts an NGR feasibility study for single-phase short circuit to ground to evaluate whether the current NGR specifications are feasible for 40 MVA and 80 MVA systems. This study also evaluates the coordination of the existing Over Current Relay (OCR) using ETAP. As a recommendation, this study was conducted to add Ground Fault Relay (GFR) functionality and determine the OCR and GFR relay settings to handle three phase and single phase short circuits to ground in 40 MVA and 80 MVA transformer systems. The results show that the current NGR specification of 12 Ω ±10% is feasible for 40 MVA and 80 MVA systems, capable of handling a single phase to ground short circuit of 1069A and 1049A. Then the OCR relay coordination in the existing is not effective in handling short circuits, while the OCR and GFR relay coordination recommendations from this study, effectively handle three phase and single phase short circuits to ground.

Selain itu, tidak disematkannya relai gangguan tanah di existing. PT Krakatau Chandra Energi merencanakan peningkatan kapasitas trafo AV03 Harbour dari 40 MVA menjadi 80 MVA. Oleh karena itu, penelitian ini melakukan studi kelayakan NGR untuk hubung singkat satu fasa ke tanah guna mengevaluasi apakah spesifikasi NGR saat ini layak untuk sistem 40 MVA dan 80 MVA. Penelitian ini juga mengevaluasi koordinasi Over Current Relay (OCR) yang ada menggunakan ETAP. Sebagai rekomendasi, penelitian ini dilakukan penambahan fungsi Ground Fault Relay (GFR) dan menentukan setting relai OCR dan GFR untuk menangani hubung singkat tiga fasa dan satu fasa ke tanah pada sistem trafo 40 MVA dan 80 MVA. Hasilnya menunjukkan bahwa spesifikasi NGR 12 Ω ±10% saat ini layak untuk sistem 40 MVA dan 80 MVA, mampu menangani hubung singkat satu fasa ke tanah sebesar 1069A dan 1049A. Kemudian koordinasi relai OCR di exisiting tidak efektif dalam menangani hubung singkat, sedangkan rekomendasi koordinasi relai OCR dan GFR dari penelitian ini, efektif menangani hubung singkat tiga fasa dan satu fasa ke tanah.
