Abstract

This research originates from the issue of Smart City currently being one of the master plans that is actively being adopted and implemented as a policy by districts and municipalities in Indonesia. Cilegon City is part of the movement of 100 districts/cities that are implementing and preparing for Smart City. Hence, what must be particularly noted, especially in the successful implementation of the Smart City program, is the factor of e-leadership. One of the forefront agencies in managing the Smart City is the Department of Communication, Informatics, Statistics, and Personnel (Diskominfo) of Cilegon City. This research is conducted to delve deeper and measure the quality or model of e-leadership in Cilegon City in implementing the Smart City master plan. The approach taken in this research involves using a quantitative descriptive method for data collection, which includes direct observation and distributing questionnaires. The data collected in this study primarily focus on the e-leadership model in the successful implementation of the Smart City in Cilegon City. This research measures the e-leadership model using the e-leadership theory by Van Wart (2017). Based on the hypothesis testing results, there is a significance value of the t-test of 0.000 < 0.05, thus accepting H0 and rejecting Ha. This means that the e-leadership of Diskominfo Cilegon City is good in implementing the Smart City. Therefore, we can conclude that according to Van Wart's theory, the e-leadership model in Diskominfo Cilegon City is well applied.

Additional Information:	Penelitian ini berangkat dari Isu Kota Pintar (Smart City) saat ini menjadi salah satu master plan yang sedang gencar di adopsi dan diimplementasikan sebagai kebijakan Kabupaten Kota di Indonesia. Kota Cilegon mejadi bagian dari gerakan 100 Kabupaten/ Kota yang melaksanakan dan mempersiapkan Smart City. Maka yang sangat harus diperhatikan terutama keberhasilan melaksanakan program Smart city terutama adalah faktor e-leadership, salah satu gerda terdepan dalam mengelola Smart City yaitu Dinas Komuniksi Informatika Satistik dan Presandian (Diskominfo) Kota Cilegon. Penelitian ini dilakukan yakni unuk melihat lebih mendalam serta mengukur terhadap kualitas atau model e-leadership Kota Cilegon dalam menerapkan mater plan Smart City. Adapun yang dilakukan dalam penelitian ini yaitu dengan menggunakan metode kuantitatif deskriptif pengumpulan data-data dalam penelitian dengan melakukan observasi langsung dan membagiakan angket atau kuesioner Penelitian. Data-data yang dikumpulkan dalam penelitian ini terutama untuk model e-leadership dalam keberhasilan implementasi smart city Kota Cilegon. Penelitian ini dalam menggukur model e-leadership menggunakan teori e-leadership dari (Van Wart, 2017) berdasarka hasil uji hipotesis terdapat nilai signifikansi uji t sebesar 0,000< 0,05 sehingga terima H0 dan Ha ditolak. Artinya E-leadership Diskominfo Kota Cilegon baik dalam pelaksanaan Smart City. jadi dapat kita simpulkan bahwa dalam teori Van Wart ini model e-leadership di Diskominfo Kota Cilegon sudah sesuai di terapkan.
