Abstract

This research examines the dynamics of the coalition formation of the Berkarya Party and PKS in the 2020 Cilegon City Regional Head Election. There are 4 pairs of candidates with 3 party coalitions and 1 independent. In the process of nominating and determining candidates, there are various dynamics that occur as well as motives for forming coalitions. Therefore, to understand the flow and dynamics of party coalition formation, researchers use Arend Lijphart's coalition theory which divides coalition forms into 2 parts, namely policy blind coalition and policy-based coalition. The method used in this research is a qualitative method. The results of this research show that the Berkarya and PKS party coalition in the 2020 Cilegon Regional Election tends to be more directed towards a policy-based coalition, namely a coalition that pays attention to the party's ideology or platform as seen from the similarity of the vision and mission aimed at rather than emphasizing power maximization. This is reflected in the dynamic development with clean leaders in the form of 10 campaign promises and the Cilegon Prosperous Card which contains education, health, labor and MSME assistance programs.

Additional Information:	Penelitian ini mengkaji tentang Dinamika Pembentukan Koalisi Partai Berkarya Dan PKS Pada Pemilihan Kepala Daerah Kota Cilegon Tahun 2020. Terdaat 4 pasangan calon dengan 3 koalisi partai dan 1 independen. Dalam proses pencalonan hingga penetapan calon terdapat berbagai dinamika yang terjadi serta motif pembentukan koalisi. Karena itu, untuk memahami alur dan dinamika pembentukan koalisi partai tersebut peneliti menggunakan teori koalisi Arend Lijphart yang membagi bentuk koalisi menjadi 2 bagian yaitu policy blind coalition dan policybased coalition. Metode yang digunakan pada penelitian ini adalah metode kualitatif. Hasil dari penelitian ini menunjukkan bahwa koalisi partai Berkarya dan PKS pada Pilkada Cilegon 2020 cenderung lebih mengarah pada bentuk koalisi policy based coalition yaitu koalisi memperhatikan ideologi atau platform partai yang dilihat dari kesamaan visi dan misi yang dituju dibandingkan menekan pada maksimalisasi kekuasaan. Hal ini dicerminkan pada adanya dinamisasi pembangunan dengan pemimpin yang bersih dalam bentuk bentuk 10 janji kampanye dan Kartu Cilegon Sejahtera yang berisikan program Pendidikan, Kesehatan, Tenaga Kerja dan bantuan UMKM.
