Abstract

The implementation of bureaucratic reform is a necessity that needs to be fulfilled in order to ensure the creation of improved governance for the creation of an ideal and excellent bureaucracy for the community, one of which is in structuring apparatus resources. The presence of Government Employees with Work Agreements (PPPK) aims to overcome the problem of structuring the ASN management system, which so far has no legal certainty, especially honorary workers and it is hoped that the presence of PPPK will result in transparent staffing arrangements, so that good productivity increases in the government body, especially in services to the community. The problem identification in this study is how the effectiveness of PPPK recruitment in Banten province? What are the obstacles to PPPK recruitment in Banten province? The theories used are Legal Effectiveness Theory and Civil Service Law Theory. The method used is an empirical juridical approach with descriptive analytical research specifications. The results of this study are that PPPK recruitment in staffing arrangements in Banten province is effective based on indicators of the presence of Banten Governor Letter Number 800/1955-BKD/2023 regarding the ability to pay and submit PPPK formations, as well as the presence of the Minister of Administrative Reform and Bureaucratic Reform Decree Number 571 of 2023 as a maximization of PPPK formations so that employee vacancies do not occur.The obstacles in the recruitment of PPPK in Banten province are the limited budget for personnel expenditure, which is only around 30% of the APBD and all decisions are decided by the central government, so that in the implementation there is a setback in the schedule from what has been determined.In conclusion, the implementation of PPPK recruitment in Banten province as an effort in structuring staffing is effective in its implementation. Suggestions Banten Provincial Government and the central government make collaborative efforts in the implementation of PPPK recruitment so that there are no delays in the selection schedule and anticipate website down in its implementation.

Additional Information:	Pelaksanaan reformasi birokrasi merupakan sebuah kebutuhan yang perlu dipenuhi dalam rangka memastikan terciptanya perbaikan tata kelola pemerintahan demi terciptanyan birokrasi yang ideal dan prima terhadap masyarakat, salah satunya dalam penataan sumber daya aparatur. Hadirnya Pegawai Pemerintah Dengan Perjanjian Kerja (PPPK) bertujuan untuk mengatasi permasalahan penataan sistem manjemen ASN yang selama ini tidak ada kepastian hukum terutama tenaga honorer dan diharapkan dengan hadirnya PPPK ini akan menghasilkan penataan kepegawaian yang transparan, sehingga meningkatnya produktivitas yang baik dalam tubuh pemerintahan khususnya pada pelayanan kepada masyarakat. Identifikasi masalah pada penelitian ini adalah bagaimana efektivitas rekrutmen PPPK di provinsi Banten? Apa yang menjadi kendala rekrutmen PPPK di provinsi Banten? Teori yang digunakan adalah Teori Efektivitas Hukum dan Teori Hukum Kepegawaian. Metode yang digunakan adalah pendekatan yuridis empiris dengan spesifikasi penelitian deskriptif analitis.Hasil penelitian ini rekrutmen PPPK dalam penataan kepegawaian di provinsi Banten ini adalah efektif berdasarkan indikator hadirnya Surat Gubernur Banten Nomor 800/1955-BKD/2023 tentang kesanggupan penggajian dan pengajuan formasi PPPK, serta hadirnya Keputusan Menteri Pendayagunaan Aparatur Negara Dan Reformasi Birokrasi Nomor 571 Tahun 2023 sebagai pemaksimalan formasi PPPK agar tidak kerjadinya kekosongan pegawai. Kendala dalam rekrutmen PPPK di provinsi Banten yakni keterbatasan anggaran belanja pegawai hanya berkisar 30% dari APBD dan semua keputusannya diputuskan oleh pemerintah pusat, sehingga dalam pelaksaannya terjadi kemunduran jadwal dari yang telah ditetapkan.Kesimpulannya pelaksanaan rekrutmen PPPK di provinsi Banten sebagai upaya dalam penataan kepegawaian yakni efektif dalam pelaksanaannya. Saran Pemerintah Provinsi Banten dan pemerintah pusat melakukan upaya kolaboratif dalam pelaksanaan rekrutmen PPPK agar tidak terjadi terhambatnya jadwal seleksi serta mengantisiapasi website down dalam pelaksaannya.
