Abstract
Ketapang Urban Aquaculture in Ketapang village, Mauk sub-district as a form of realization of the Tangerang Regency government program, namely Gerbang Mapan to improve the economy and welfare of coastal communities. The problem identification in this research is How is the Authority of the Tangerang Regency Regional Government in Efforts to Develop the Potential of Mangrove Ecotourism Objects Ketapang Urban Aquaculture Tangerang Regency? and What are the Obstacles to the Implementation of the Tangerang Regency Regional Government in Efforts to Develop the Potential of Mangrove Ecotourism Objects Ketapang Urban Aquaculture Tangerang Regency? The theory used is the theory of Authority Theory and Ecotourism Development Theory. The research method is empirical juridical. The research method is empirical juridical. The research specification is descriptive analysis. Data sources are primary data supported by secondary data. Data collection techniques are field research and library research. Data obtained and analyzed descriptively with a qualitative approach method. The results of the study, the development of ecotourism Ketapang Urban Aquaculture has not been developed optimally. Based on the principles of ecotourism development, Ketapang Urban Aquaculture in its implementation has not optimized economic principles, and provided satisfaction and experience to visitors. Participation and poor communication between managers and the community are obstacles in the development of Ketapang Urban Aquaculture. Conclusion, based on the research, namely the management carried out by BUMD Mitra Kerta Raharja is considered not optimal, therefore the Regional Government needs to provide intensive coaching and training directly to the manager so that the development of Ketapang Urban Aquaculture ecotourism can be developed optimally.

Identifikasi masalah dalam penelitian ini adalah Bagaimana Kewenangan Pemerintah Daerah Kabupaten Tangerang Dalam Upaya Pengembangan Potensi Objek Ekowisata Mangrove Ketapang Urban Aquaculture Kabupaten Tangerang? dan Apa Hambatan Pelaksanaan Implementasi Pemerintah Daerah Kabupaten Tangerang Dalam Upaya Pengembangan Potensi Objek Ekowisata Mangrove Ketapang Urban Aquaculture Kabupaten Tangerang? Teori yang digunakan yaitu teori Teori Kewenangan dan Teori Pengembangan Ekowisata. Metode penelitian yaitu yuridis empiris. Spesifikasi penelitian yaitu deskriptif analisis. Sumber data yaitu data primer yang ditunjang oleh data sekunder. Teknik pengumpulan data adalah penelitian lapangan dan penelitian kepustakaan. Data diperoleh dan dianalisis secara deskriptif dengan metode pendekatan kualitatif. Hasil penelitian, Pemerintah Daerah dalam menjalankan kewenangan kepengelolaan ekowisata Ketapang Urban Aquaculture memberikan mandat kepada BUMD PT. Mitra Kerta Raharja. Berdasarkan prinsip pengembangan ekowisata, Ketapang Urban Aquaculture dalam pelaksanaannya belum mengoptimalkan prinsip ekonomis, dan memberikan kepuasan dan pengalaman kepada pengunjung. Partisipasi serta komunikasi antara pengelola dan masyarakat yang buruk menjadi hambatan dalam pengembangan Ketapang Urban Aquaculture. Kesimpulan, berdasarkan penelitian yaitu kepengelolaan yang dilaksanakan oleh BUMD Mitra Kerta Raharja dinilai belum optimal, oleh karena itu Pemerintah Daerah perlu memberikan pembinaan serta pelatihan yang intensif secara langsung kepada pihak pengelola agar pengembangan ekowisata Ketapang Urban Aquaculture dapat dikembangkan secara optimal. | |||||||||
