Abstract

Bekasi City is one of the cities in the Jabodetabek area that often experiences flooding disasters during this time as a result of high rainfall and has a low area. Floods that are classified as very large occurred in 2016, 2020, and 2023. The problems raised in this thesis relate to the communication process of handling flood disaster risk by BPBD (Regional Disaster Management Agency) in the Pondok Gede and Jati Asih Areas of Bekasi City. The communication process that has been carried out by BPBD Bekasi City to the community is still a problem with complaints or complaints that are prolonged every time the flood disaster comes. Communication problems carried out by BPBD Bekasi City are divided into: (1) the communication process of handling before the flood disaster, (2) the communication process of handling during the flood disaster, and (3) the communication process of handling after the flood disaster. The theory used to analyze the communication process of handling flood disaster risk by BPBD Bekasi City is using Situational Crisis Communication Theory (SCCT). This SCCT theory is used to deeply analyze the role of authorized institutions, in this case BPBD, in handling a crisis, namely flood disasters in Bekasi City. From some of the descriptions and explanations above, a conclusion can be drawn in this study that the communication patterns that occurred during the crisis caused by the flood disaster were divided into 2 (two) communication patterns, namely: First, vertical communication patterns; and Second, horizontal communication patterns. This vertical communication pattern is felt and perceived by the community to be less effective, because the communication is too long and some of the problems faced during the flood disaster are slow in solving and some cannot even be resolved. Horizontal communication patterns are perceived to be very effective in dealing with flood disasters faced by the communities in the two regions. The implication of the results of this discussion is that a more participatory communication model is needed by involving more community groups both through vertical and horizontal communication as well as formal and informal communication, besides that BPBD Bekasi City needs to increase the intensity of communication with a wider range of areas and community groups.

Additional Information:	Kota Bekasi adalah salah satu kota di wilayah Jabodetabek yang sering mengalami bencana banjir selama ini sebagai akibat dari curah hujan yang tinggi serta memiliki wilayah yang rendah. Banjir yang tergolong sangat besar terjadi pada tahun 2016, 2020, dan Tahun 2023. Permasalahan yang diangkat dalam skripsi ini berhubungan dengan proses komunikasi penanganan resiko bencana banjir oleh BPBD (Badan Penanggulangan Bencana Daerah) di Wilayah Pondok Gede dan Jati Asih Kota Bekasi. Proses komunikasi yang selama ini dilakukan oleh BPBD Kota Bekasi kepada Masyarakat masih menjadi masalah dengan adanya keluhan atau complain yang bekepanjangan setiap bencana banjir itu datang. Permasalahan komunikasi yang dilakukan oleh BPBD Kota Bekasi terbagi atas: (1) proses komunikasi penanganan sebelum bencana banjir, (2) Proses komunikasi penanganan Ketika bencana banjir, dan (3) Proses komunikasi penanganan setelah bencana banjir. Teori yang digunakan untuk menganalisis proses komunikasi penanganan resiko bencana banjir oleh BPBD Kota Bekasi yaitu menggunakan Teori Komunikasi Krisis Situasional atau Situasional Crisis Comunication Theory (SCCT). Teori SCCT ini digunakan untuk menganalisis secara mendalam peran institusi yang berwenang dalam hal ini BPBD di dalam menangani sebuah krisis yaitu bencana banjir di Kota Bekasi. Dari beberapa uraian dan penjelasan di atas, dapat diambil sebuah kesimpulan dalam penelitian ini bahwa pola komunikasi yang terjadi selama krisis yang diakibatkan oleh bencana banjir tersebut terbagi dalam 2 (dua) pola komunikasi yaitu: Pertama, Pola komunikasi secara vertikal; dan Kedua, Pola komunikasi secara horizontal. Pola komunikasi vertikal ini dirasakan dan dipersepsikan oleh masyarakat kurang efektif, dikarenakan komunikasinya terlalu lama dan beberapa problematika yang dihadapi selama bencana banjir tersebut menjadi lambat dalam penyelesaiannya bahkan ada yang tidak dapat diselesaikan. Pola komunikasi horizontal dipersepsikan sangat efektif menangani bencana banjir yang dihadapi oleh masyarakat di kedua wilayah tersebut. Implikasi dari hasil pembahasan ini adalah sangat dibutuhkan model komunikasi yang lebih partisipatif dengan semakin banyak melibatkan kelompok – kelompok masyarakat baik melalui komunikasi vertikal dan horizontal maupun komunikasi formal dan informal, selain itu BPBD Kota Bekasi perlu meningkatkan intensitas komunikasi dengan cakupan wilayah dan kelompok – kelompok masyarakat yang lebih luas.
