Abstract

Library service as the main activity in organizing a library requires a standard, the standard is oriented to the needs of the library users based on standard regulations that are carried out in an excellent manner and carried out quickly, carefully and purposefully. In this study the author discusses the authority and obstacles of the Cilegon City Library and Archives Office in implementing library service standards to increase public interest in reading based on Cilegon City Regional Regulation Number 3 of 2021 concerning Library Management. This research uses the theory of authority and also the theory of public services. The method used is empirical juridical. The specification of this research is qualitative. The data sources used are primary data sources and secondary data. The data collection techniques used are field study techniques and literature study techniques. The data analysis of this research is descriptive analytical. The results of this study are the Cilegon City Library and Archives Office obtains authority through delegation. Library service standards consist of types of services, number of service hours, library cooperation, library membership, library visits, loan circulation, and user satisfaction. However, there are aspects that have not been fulfilled in the service standards, for example, services for users with disabilities, the number of circulation of library collection loans and also user satisfaction surveys. The obstacle factors in implementing service standards consist of funds, facilities and infrastructure and human resources at the Cilegon City Library and Archives Office. The conclusion of this research is that the Cilegon City Library and Archives Office has carried out its authority well in implementing library service standards to increase public interest, but there are obstacles that cause service standards to not be optimally implemented. The main obstacle of the Cilegon City Library and Archives Office is funding.

Additional Information:	Pelayanan perpustakaan sebagai kegiatan utama dalam menyelenggarakan perpustakaan memerlukan suatu standar, standar itu berorientasi kepada kebutuhan pemustaka didasarkan pada peraturan baku yang dilaksanakan secara prima dan dilakukan dengan cepat, cermat dan terarah. Dalam penelitian ini penulis membahas mengenai kewenangan dan juga faktor hambatan Dinas Perpustakaan dan Kearsipan Kota Cilegon dalam melaksanakan standar pelayanan perpustakaan guna meningkatkan minat baca masyarakat berdasarkan Peraturan Daerah Kota Cilegon Nomor 3 Tahun 2021 tentang Pengelolaan Perpustakaan. Penelitian ini menggunakan teori kewenangan dan juga teori pelayanan publik. Metode yang digunakan yaitu yuridis empiris. Spesifikasi penelitian ini adalah kualitatif. Sumber data yang digunakan adalah sumber data primer dan data sekunder. Teknik pengumpulan data yang digunakan ialah teknik studi lapangan dan teknik studi kepustakaan. Analisis data penelitian ini bersifat deskriptif analitis. Hasil pada penelitian ini yakni Dinas Perpustakaan Dan Kearsipan Kota Cilegon memperoleh kewenangan melalui delegasi. Standar pelayanan perpustakaan terdiri dari jenis pelayanan, jumlah jam pelayanan, kerja sama perpustakaan, keanggotaan perpustakaan, kunjungan perpustakaan, sirkulasi peminjaman, dan kepuasan pemustaka. Namun terdapat aspek yang belum dipenuhi dalam standar pelayanan misalnya, layanan bagi pemustaka penyandang disabilitas, jumlah sirkulasi peminjaman koleksi perpustakaan dan juga survei kepuasan pemustaka. Faktor hambatan dalam melaksanakan standar pelayanan terdiri dari, dana, sarana dan prasarana serta sumber daya manusia pada Dinas Perpustakaan Dan Kearsipan Kota Cilegon. Kesimpulan pada penelitian ini, Dinas Perpustakaan Dan Kearsipan Kota Cilegon telah menjalankan kewenangannya dengan baik dalam melaksanakan standar pelayanan perpustakaan guna meningkatkan minat masyarakat namun terdapat hambatan yang menyebabkan standar pelayanan tidak optimal dilaksanakan. Hambatan utama Dinas Perpustakaan Dan Kearsipan Kota Cilegon ialah dana.
