Abstract
Sanitation is a crucial practice for maintaining public health and preventing disease spread. The Community-Based Total Sanitation (STBM) program in Serang Regency aims to promote healthy behaviors and improve public health through five main pillars. Eventually, researchers identified the issue of how the Health Department's authority is implemented in the administration of the Community-Based Total Sanitation (STBM) Program to realize the Five STBM Pillars in Serang Regency based on Minister of Health Regulation Number 3 of 2014 Regarding Sanitation. The theory used is the theory of authority and the theory of government action. The research method used is empirical juridical with data analytics through a qualitative approach using primary data from interviews with the Serang Regency Health Department and secondary data from related literature. The research findings indicate that the delegation of authority from the Minister of Health to the Serang Regency Health Department, based on Minister of Health Regulation Number 3 of 2014 regarding Community-Based Total Sanitation, strengthens the role of the Health Department in implementing the STBM program at the district level. Collaboration with the Serang Regency Community Health Center enables effective program implementation, although challenges remain such as the lack of sanitation experts and unclear directives from the governor's regulation. However, the expected issuance of a more specific governor's regulation is anticipated to assist the Serang Regency Health Department in formulating more effective measures to implement the STBM program uniformly throughout the regency, emphasizing the importance of the government's active role in providing guidelines and regulations that support sanitation policy implementation.

Akhirnya muncul identifikasi masalh dari peneliti yaitu Bagaimana Implementasi Kewenangan Dinas Kesehatan Terhadap Penyelenggaraan Program Sanitasi Total Berbasis Masyarakat (STBM) Dalam Mewujudkan Lima Pilar STBM Di Kabupaten Serang Berdasarkan Peraturan Menteri Kesehtan Nomor 3 Tahun 2014 Tentang Sanitasi? Dan kendala Implementasi Kewenangan Dinas Kesehatan Terhadap Penyelenggaraan Program Sanitasi Total Berbasis Masyarakat (STBM) Dalam Mewujudkan Lima Pilar STBM Di Kabupaten Serang Berdasarkan Peraturan Menteri Kesehtan Nomor 3 Tahun 2014 Tentang Sanitasi Total Berbasis Masyarakat ? Teori yang digunakan ialah teori kewenangan dan teori tindakan pemerintah. Metode penelitian yang digunakan yaitu yuridis empiris dengan analitis data melalui pendekatan kualitatif menggunakan data primer berupa wawancara Pihak Dinas Kesehatan Kabupaten Serang dan data sekunder berupa pustaka yang berkaitan dengan penelitian. Hasil Penelitian yaitu Delegasi wewenang dari Menteri Kesehatan kepada Dinas Kesehatan Kabupaten Serang, berdasarkan Peraturan Menteri Kesehatan Nomor 3 Tahun 2014 tentang Sanitasi Total Berbasis Masyarakat, memperkuat peran Dinas Kesehatan dalam menjalankan program STBM di tingkat kabupaten. Kolaborasi dengan Puskesmas Kabupaten Serang memungkinkan implementasi program ini secara efektif, meskipun masih ada tantangan seperti minimnya tenaga ahli sanitasi dan ketidakjelasan arahan dari peraturan gubernur. Namun, diharapkan terbitnya peraturan gubernur yang lebih spesifik dapat membantu Dinas Kesehatan Kabupaten Serang dalam merumuskan langkah-langkah yang lebih efektif untuk melaksanakan program STBM secara merata di wilayah kabupaten, menegaskan pentingnya peran aktif pemerintah dalam menyediakan pedoman dan regulasi yang mendukung implementasi kebijakan sanitasi. | |||||||||
