Abstract
The government established BPJS Kesehatan to provide health insurance for the people. The National Health Insurance (JKN) is one of the social health insurance programs owned by all Indonesian citizens. One of the legal bases for BPJS Kesehatan is Law Number 24 of 2011 concerning Social Security Organizers. The facts on the ground that do not meet expectations indicate that the health sector in Indonesia run by BPJS is quite chaotic. To address this issue, BPJS supervisors must oversee effectively. The identification of problems in this research is twofold: First, how does BPJS supervision ensure the fulfillment of healthcare services for BPJS participants at the RSUD dr. Dradjat Prawiranegara based on Law Number 24 of 2011 concerning Social Security Organizers? Second, how is the evaluation of the implementation of BPJS Health supervision in the Serang Branch at the RSUD dr. Dradjat Prawiranegara? The theories used in this research are Supervision Theory and Effectiveness Theory. The research method used is the Empirical Juridical Method. The results of the research are as follows: There is no law, ministerial regulation, or presidential regulation governing BPJS branch offices. Law Number 24 of 2011 only regulates the body and parts of the central BPJS. The Quality of Health Facility Services Division of BPJS Kesehatan Serang Branch conducts a combination of indirect and direct supervision. The BPJS Health Serang Branch supervision program includes the procurement of PIPP (Information Provision and Complaint Handling), SIBLING (Supervision, Verification, and Direct Observation), and FKTRL compliance values. In the supervision of 2023-2024, obstacles were found by the BPJS Health Serang Branch, and the RSUD dr. Dradjat Prawiranegara promptly addressed the issues effectively. The conclusion of this research is that the supervision efforts carried out to fulfill the rights of BPJS Health participants at the RSUD dr. Dradjat Prawiranegara still face obstacles that need to be overcome to improve the quality of health services provided to BPJS participants. Recommendations from this research include the need for improvements in the regulation and supervision of BPJS Health branches through clear regulations in the law and the addition of more intensive direct supervision to ensure optimal health services for BPJS participants.

Jaminan Kesehatan Nasional (JKN) adalah salah satu program jaminan kesehatan sosial yang dimiliki oleh seluruh rakyat Indonesia. Salah satu dasar hukum BPJS Kesehatan adalah Undang-Undang Nomor 24 Tahun 2011 tentang Badan Penyelenggara Jaminan Sosial. Fakta di lapangan yang tidak berjalan sesuai harapan menunjukkan bahwa sektor kesehatan di Indonesia yang dijalankan oleh BPJS cukup kacau. Untuk mengatasi masalah ini, pengawas BPJS harus mengawasi secara efektif. Identifikasi masalah pada penelitian ini yang pertama, Bagaimana Pengawasan BPJS terhadap pemenuhan hak pelayanan kesehatan bagi peserta BPJS di RSUD dr. Dradjat Prawiranegara bedasarkan Undang - Undang Nomor 24 Tahun 2011 Tentang Badan Penyelenggaran Jaminan Sosial, dan yang kedua adalah, Bagaimana evaluasi terhadap pelaksanaan pengawasan BPJS Kesehatan Cabang Serang di RSUD dr. Dradjat Prawiranegara. Teori yang Digunakan dalam penelitian ini adala Teori Pengawasan dan Teori Efektivitas. Metode penelitian ini yaitu Metode Yuridis Empiris. Hasil penelitian yang didapat yaitu, Tidak ada undang-undang, peraturan menteri, atau presiden yang mengatur kantor cabang BPJS. Undang-undang Nomor 24 Tahun 2011 hanya mengatur badan dan bagian BPJS Pusat. Bagian Mutu Layanan Fasilitas Kesehatan BPJS Kesehatan Cabang Serang melakukan kombinasi pengawasan tidak langsung dan pengawasan secara langsung. Program pengawasan BPJS Kesehatan Cabang Serang termasuk pengadaan PIPP (Pemberian Informasi dan Penanangan Pengaduan), SIBLING (Supervisi, Buktikan, dan Lihat Langsung), dan nilai kepatuhan FKTRL. Pada pengawasan 2023-2024 terdapat kendala yang ditemukan oleh pihak BPJS Kesehatan Cabang Serang dan secara cepat RSUD dr. Dradjat Prawiranegara melakukan penanggulangan masalah dengan baik. kesimpulan dari penelitian ini yaitu upaya pengawasan yang dilakukan terhadap pemenuhan hak pelayanan peserta BPJS Kesehatan di RSUD dr. Dradjat Prawiranegara, masih terdapat kendala yang perlu diatasi untuk meningkatkan kualitas layanan kesehatan yang diberikan kepada peserta BPJS. Saran dari penelitian ini yaitu perlunya peningkatan dalam pengaturan dan pengawasan terhadap cabang-cabang BPJS Kesehatan melalui peraturan yang jelas dalam undang-undang serta penambahan pengawasan langsung yang lebih intensif untuk memastikan pelayanan kesehatan yang optimal bagi peserta BPJS. | |||||||||
