Abstract

The speed limiting device as intended is used to slow down vehicle speed in the form of raising part of the road body with a certain width and slope in a position transverse to the road body, especially on local IIIC roads and neighborhood roads. In the city of Serang, it is often found that speed bumps are built arbitrarily by the community, but the conditions and specifications of the speed bumps that are built do not comply with existing regulations or are just what they are, therefore this research was carried out to find out whether the speed bumps that were built by the community whether it is in accordance with the guidelines or not. The research was carried out using literature study and field survey methods to determine the suitability and feasibility of the shape and dimensions of speed bumps with the guidelines of Minister of Transportation Regulation Number 14 of 2021. The effectiveness of speed bumps was also observed in this research using the method of comparing average speeds on road sections without police. sleeping and with speed bumps. This observation was carried out from 15.00 to 17.00 WIB with the assumption that these hours were the peak hours or the busiest traffic conditions. The suitability of many speed bumps in the city of Serang still does not comply with the guidelines, but in terms of feasibility and effectiveness, the speed bumps studied have an effectiveness level of more than 60% in reducing speed. Additional Information: Alat pembatas kecepatan sebagaimana dimaksud digunakan untuk memperlambat kecepatan kendaraan berupa peninggian sebagian badan jalan dengan lebar dan kelandaian tertentu yang posisinya melintang terhadap badan jalan, terutama pada jalan local IIIC dan jalan lingkungan. Di kota Serang, sering kali ditemukan polisi tidur yang dibangun secara semena-mena oleh masyarakat, namun kondisi dan spesifikasi polisi tidur yang dibangun tidak seseuai layaknya peraturan yang ada atau hanya seadanya saja, maka dari itu penelitian ini dilakukan untuk mengetahui apakah polisi tidur yang dibangun oleh masyarakat sudah sesuai dengan pedoman ataukah belum. Penelitian dilakukan dengan menggunakan metode studi literatur dan survey lapangan untuk mengetahui kesesuaian maupun kelayakan bentuk dan dimensi polisi tidur dengan pedoman Peraturan Menteri Perhubungan Nomor 14 Tahun 2021. Efektivitas polisi tidur juga diamati dalam penelitian ini dengan metode perbandingan kecepatan rata-rata pada ruas jalan tanpa polisi tidur dan dengan polisi tidur. Pengamatan ini dilakukan pada pukul 15.00 sampai dengan 17.00 WIB dengan diasumsikan bahwa jam tersebut adalah jam puncak atau kondisi terpadat lalu lintas. Kesesuaian polisi tidur yang ada di kota Serang masih banyak yang tidak sesuai dengan pedoman namun untuk kelayakan dan dalam segi efektivitas, polisi tidur yang diteliti memiliki tingkat efektivitas mencapai 60% lebih dalam mereduksi kecepatan.
