Abstract
ABSTRACT PERFORMANCE EVALUATION OF CIVIL SERVICE POLICE UNIT BANTEN PROVINCE IN 2016 By: Dwi Iceu Herlina Maryanti Public order and public peace is the right of every citizen for the comfort of social life. In order to create public order and peace of the community of course required by the enforcement apparatus of the law namely Sat Pol PP. Banten Province has Satpol PP which is the front guard for Banten Provincial Government in enforcing the law and creating public order and peace of society in Banten Province region. This research discusses the performance problem of Sat Pol PP of Banten Province during 2016. The research method used is qualitative method. Data were collected from library studies, documentation and interviews. The results of the study show that the performance of Sat Pol PP Banten Province during the year 2016 has not optimal. This is because the lack of human resources of Sat Pol PP Banten Province is not yet qualified and quantified, there is still lack of adequate infrastructure so that it impedes the implementation of Sat Pol PP tasks, as well as the budget that has not maximized so as to effect the performance of Sat Pol PP during 2016. This thesis provides suggestions and recommendations both for the Provincial Government of Banten and Sat Pol PP Banten Province in order to improve the performance quality Sat Pol PP Banten Province both institutionally and apparatus. Dalam menciptakan ketertiban umum dan ketenteraman masyarakat tentunya diperlukan aparatur penegak Perda yakni Sat Pol PP. Provinsi Banten memiliki Satpol PP yang merupakan garda terdepan bagi Pemerintah Provinsi Banten dalam menegakkan Perda serta menciptakan ketertiban umum dan ketenteraman masyarakat di wilayah Provinsi Banten. Penelitian ini membahas masalah kinerja Sat Pol PP Provinsi Banten selama tahun 2016. Metode penelitian yang digunakan adalah metode kualitatif. Data dikumpulkan dari studi kepustakaan, dokumentasi dan wawancara. Hasil studi menunjukan bahwa kinerja Sat Pol PP Provinsi Banten selama tahun 2016 belum optimal. Hal ini dikarenakan masih kurangnya SDM Sat Pol PP Provinsi Banten secara kualitas maupun kuantitas, masih kurangnya sarana prasarana yang memadai sehingga menghambat pelaksanaan tugas Sat Pol PP, serta anggaran yang belum maksimal sehingga mempengaruhi kinerja Sat Pol PP selama tahun 2016. Tesis ini memberikan saran dan rekomendasi baik bagi Pemerintah Provinsi Banten maupun Sat Pol PP Provinsi Banten agar dapat meningkatkan kualitas kinerja Sat Pol PP Provinsi Banten baik secara kelembagaan maupun aparatur.
