Abstract

Clean water and sanitation is one of the problems being addressed by society in Indonesia today. The problem of clean water crisis also often occurs in Sawah Luhur Village, Kasemen District, Serang City. There are 10,047 residents of Sawah Luhur Subdistrict with 2,817 heads of families affected by the drought and clean water crisis. The aim of this research is to determine the implementation of advocacy strategies for the use of clean water in Sawah Luhur Village, Kasemen District, Serang City by the Serang City Health Service. This study used qualitative research methods. The data collection techniques used were observation, interviews and documentation techniques. The results of this research are advocacy strategies for the use of clean water in Sawah Luhur Village, Kasemen District, Serang City, including analyzing problems in the community, developing strategies for conducting advocacy, collaborating with other parties, and conducting monitoring or evaluation. There are also government programs that support this advocacy. Supporting factors include program support from the Central and Regional Governments, support from other institutions and community involvement. Meanwhile, the inhibiting factors in the advocacy strategy for the use of clean water in Sawah Luhur Village, Kasemen District, Serang City, are lack of public awareness, human resources, budget limitations, and lack of cross-sectoral cooperation.

Additional Information:	Air bersih dan sanitasi adalah salah satu masalah yang ditangani oleh masyarakat di Indonesia saat ini. Permasalahan krisis air bersih juga kerap kali terjadi di Kelurahan Sawah Luhur Kecamatan Kasemen Kota Serang. Terdapat 10.047 orang warga Kelurahan Sawah Luhur dengan jumlah Kepala Keluarga (KK) 2.817 KK terdampak kekeringan dan krisis air bersih. Tujuan dari penelitian ini adalah untuk mengetahui penerapan strategi advokasi penggunaan air bersih di Kelurahan Sawah Luhur Kecamatan Kasemen Kota Serang oleh Dinas Kesehatan Kota Serang. Penelitian ini menggunakan metode penelitian kualitatif. Adapun teknik pengumpulan data yang digunakan, yaitu teknik observasi, wawancara, dan dokumentasi. Hasil dari penelitian ini yaitu strategi advokasi penggunaan air bersih di Kelurahan Sawah Luhur Kecamatan Kasemen Kota Serang, di antaranya dengan menganalisis permasalahan yang ada di masyarakat, menyusun strategi dalam melakukan advokasi, melakukan kerjasama dengan pihak lain, dan mengadakan monitoring atau evaluasi. Terdapat juga program-program pemerintah yang mendukung advokasi tersebut. Faktor pendukungnya, yaitu adanya dukungan program dari Pemerintah Pusat dan Daerah, dukungan dari lembaga lain dan adanya keterlibatan masyarakat. Sedangkan, faktor penghambat dalam strategi advokasi penggunaan air bersih di Kelurahan Sawah Luhur Kecamatan Kasemen Kota Serang, yaitu kurangnya kesadaran masyarakat, Sumber Daya Manusia, keterbatasan anggaran, dan kurangnya kerjasama antar lintas sektoral.
