Abstract

The formation of tourist villages is based on Article 9 paragraph (2) of Pandeglang Regent Regulation Number 12 of 2021 concerning the Implementation of Tourism Villages, there are administrative requirements that have not been fulfilled, such as completing the determination of the formation of Tourism Villages with Village Regulations and the absence of basic bylaws. Identify the problem, how is the implementation of the authority to establish a religious tourism village in Caringin Village, Labuan District, in the context of improving and empowering the people's economy based on Pandeglang Regent Regulation Number 12 of 2021 concerning the Implementation of Tourism Villages? and obstacles in implementing the establishment of a religious tourism village in Caringin Village, Labuan District in the context of improving and empowering the people's economy based on Pandeglang Regent Regulation Number 12 of 2021 concerning the Implementation of Tourism Villages? The theory that uses government authority and action. Empirical juridical method. Data sources, primary and secondary data. Library and field data collection techniques. The results of the Bumdes research have the authority as a mandate from tourism village managers to implement it by noting the existing potential, with religious tourism being able to help the community's economy. There are 5 (five) obstacles, namely determining the formation of a tourist village with village regulations, lack of basic and household budgets, lack of tourist village funds, dependence on seasons, local cultural mindset. In conclusion, the manager of the Caringin tourist village is the Bumdes as well as the mandate of this Pandeglang Regent's Regulation.

Teori yang di gunakan kewenangan dan tindakan pemerintah. Metode yuridis empiris. Sumber data, data primer dan sekunder. Tekhnik pengumpulan data kepustakaan dan lapangan. Hasil penelitian Bumdes mempunyai kewenangan sebagai mandat dari pengelola desa wisata implementasinya dengan mencatat potensi yang ada, dengan adanya wisata religi dapat membantu perekonomian masyarakan. Hambatannya terdapat 5 (lima) yaitu penetapan pembentukan desa wisata dengan peraturan desa, tidak adanya anggaran dasar dan rumah tangga, tidak adanya dana desa wisata, ketergantungan pada musim, pola pikir budaya lokal. Kesimpulan, pengelola desa wisata Caringin yaitu bumdes sekaligus mandat dari Peraturan Bupati Pandeglang ini.
