Abstract

Bureaucratic Reform is one of the government's efforts in realizing good governance as well as carrying out fundamental reforms and changes to the governance system. Through bureaucratic reform, the government administration system was then rearranged in order to create a government bureaucracy that is professional, has integrity, has high performance, and is free of KKN practices. Simplifying the bureaucracy is part of the bureaucratic reform process in order to create a more dynamic, agile, and professional government system in order to increase effectiveness and efficiency in supporting the performance of government services to the community, accompanied by efforts to increase the competence of the State Civil Apparatus. Equalization of administrative positions into functional positions is the second stage in a series of simplification stages of the bureaucracy, namely by appointing administrative officers into functional positions through adjustments or inpassing to equivalent functional positions. The purpose of this research is to evaluate the policy of equalizing administrative positions into functional positions within the Serang City Government. Researchers used qualitative research methods with triangulation data collection techniques. From the results of the initial research, it was found that there was a gap in the implementation of the equalization of administrative positions into functional positions. The gaps found include the number of administrative officials who can be agreed to be equated with records having taken the functional position competency test; the number of administrative officials who can be approved are equated with records having taken a bachelor's degree; the lack of understanding of administrative officials who are affected by the equalization of positions on the main tasks and functions of the position functional officers assigned to him; and the fact that functional officials resulting from the equalization of positions are given responsibility and authority as sub-coordinators, namely carrying out administrator and supervisory functions like the positions that were previously attached.

Additional Information: Reformasi Birokrasi merupakan salah satu upaya pemerintah dalam rangka mewujudkan good governance serta melakukan pembaharuan dan perubahan mendasar terhadap sistem penyelenggaraan pemerintahan. Melalui reformasi birokrasi sistem penyelenggaraan pemerintahan kemudian ditata ulang agar dapat menciptakan birokrasi pemerintah yang profesional, berintegritas, memiliki kinerja tinggi, serta bersih dari praktik KKN. Penyedarhanaan birokrasi merupakan bagian dari proses reformasi birokrasi dalam rangka menciptakan sistem pemerintahan yang lebih dinamis, lincah dan professional dalam rangka untuk meningkatkan efektifitas dan efisiensi dalam menyokong kinerja pelayanan pemerintahan kepada masyarakat diiringi dengan upaya peningkatan kompetensi Aparatur Sipil Negara. Penyetaraan jabatan administrasi ke dalam jabatan fungsional merupakan tahapan kedua di dalam rangkaian tahapan penyederhanaan birokrasi, yaitu dengan cara pengangkatan pejabat administrasi ke dalam jabatan fungsional melalui penyesuaian atau Tujuan dari penelitian ini adalah untuk mengevaluasi pelaksanaan kebijakan Penyetaraan Jabatan Administrasi ke dalam Jabatan fungsional di lingkugan Pemerintah Kota Serang. Peneliti menggunakan metode penelitian kualitatif dengan teknik pengumpulan data secara triangulasi. Dari hasil penelitian awal ditemukan bahwa terdapat gap dari dilaksanakannya penyetaraan jabatan administrasi ke dalam jabatan fungsional. Gap yang ditemukan diantaranya banyaknya pejabat administrasi yang dapat disetujui disetarakan dengan catatan telah mengikuti uji kompetensi jabatan fungsional, terdapat pejabat administrasi yang dapat disetujui disetarakan dengan catatan telah menempuh Pendidikan Strata 1, kurangnya pemahaman pejabat administrasi yang terdampak penyetaraan jabatan terhadap tugas pokok dan fungsi pada jabatan fungsional yang diamanatkan kepadanya, serta Pejabat Fungsional hasil penyetaraan jabatan diberikan tanggung jawab serta kewenangan sebagai sub koordinator yaitu melaksanakan fungsi administrator dan pengawas seperti jabatan yang telah melekat sebelumnya.
