Abstract

Micro, Small and Medium Enterprises are one of the driving forces of the economy in Indonesia. The Cilegon City Cooperatives and UMK Service runs a Micro and Small Business Empowerment Program which has a program indicator, namely the percentage of micro businesses facilitated. In carrying out the program, of course there is a strategy, namely program integration and ongoing assistance in empowering Micro and Small Enterprises. Problems in research are divided into 2 (two), namely internal problems and external problems. There are 2 (two) internal problems, namely data collection on business actors is not yet digitally based and there is still a lack of quality human resources for employees in the field of Empowering MSMEs in managing financial report bookkeeping. Then there are 5 (five) external problems, namely the mentality of business actors who are not yet consistent in selling their products, business actors who still have difficulty in obtaining business permits, access to capital from government financial institutions which is hampered due to requirements, limited marketing technology information owned by business actors and entry. Cheaper outdoor products with good quality. The aim of this research is to describe and analyze strategies for empowering micro businesses in Cilegon City.The research method used is qualitative research. Data collection is through observation, interviews and documentation. The data analysis technique uses SWOT Analysis (Strengths, Weaknesses, Opportunities, Threats. The results of this research show that the strategy used in Empowering Micro Enterprises is at the coordinate point of the Aggressive Strategy on SO (Strengths and Opportunities). In this case the researcher has formulated a new alternative strategy at the SO coordinate point, namely (1) Utilizing human resources to improve digital information technology, (2) Collaboration with retail to increase capital for business actors.

Additional Information: Usaha Mikro, Kecil dan Menengah menjadi salahsatu penggerak roda perekonomian di Indonesia. Dinas Koperasi dan UMK Kota Cilegon menjalankan Program pemberdayaan Usaha Mikro dan Kecil yang memiliki indikator program yaiitu persentase usaha mikro yang difasilitasi. Dalam menjalankan programnya tentu saja terdapat strategi yaitu integrasi program dan pendampingan yang berkelanjutan dalam pemberdayaan Usaha Mikro dan Kecil. Permasalahan dalam penelitian dibagi menjadi 2 (dua) yaitu permasalahan internal dan permasalahan eksternal. Terdapat 2 (dua) masalah internal yaitu Pendataan pada pelaku usaha belum berbasis digital dan masih kurangnya kualitas SDM Pegawai di bidang Pemberdayaan UMKM dalam pengelolaan pembukuan laporan keuangan. Kemudian terdapat 5 (lima) permasalahan eksternal yaitu Mental pelaku usaha yang belum konsisten terhadap penjualan produknya, Pelaku usaha yang masih kesulitan dalam mengurus Izin usaha, Akses permodalan dari lembaga keuangan pemerintah yang terhambat karena persyaratan, Terbatasnya Informasi teknologi pemasaran yang dimiliki pelaku usaha dan Masuknya produk luar yang lebih murah dengan kualitas yang baik. Tujuan penelitian ini yaitu Mendeskripsikan serta menganalisis strategi pemberdayaan Usaha Mikro di Kota Cilegon. Metode Penelitian yang digunakan yaitu penelitian kualitatif. Pengambilan data melalui adanya obeservsi, wawancara dan dokumentasi. Teknik analisis data menggunakan Analisis SWOT (Strenghts, Weakness, Oppourtunities, Threats. Hasil penelitian ini menunjukkan bahwa strategi yang digunakan dalam Pemberdayaan Usaha Mikro yaitu pada titik koordinat Strategi Agresif pada SO (Streghts and Oppourtunities). Dalam hal ini peneliti telah merumuskan alternatif strategi baru pada titik koordinat SO yaitu (1)Memanfaatkan SDM untuk meningkatkan teknologi informasi digital, (2) Kolaborasi dengan ritel untuk meningkatkan pemodalan bagi pelaku usaha.
