Abstract
The aim of this research is to determine the implementation of Articles 23 & 45 of Serang City Regional Regulation Number 7 of 2021 concerning Waste Management within the Good Governance Framework and the obstacles in implementing it. This research was conducted in Serang City using qualitative methods. Researchers collected data using observation, interview and documentation techniques. The implementation of article 23 carried out by the Serang City Environmental Service is to carry out waste transportation. And in article 45 related to compensation, the Serang City Government has not provided compensation sourced from the Serang City Government budget. In facing the obstacles in articles 23 and 45, the Serang City Environmental Service lacks a budget so that all waste transportation in Serang City cannot be transported. Apart from that, in article 45 the Serang City Government does not have a special budget for compensation for residents affected by the Cilowong TPAS. From the results of the research that has been carried out, it can be concluded that the implementation of Article 23 has gone well, but there are obstacles in technical implementation in the field accompanied by a lack of waste transport fleet. Meanwhile, Article 45 has not yet been implemented, the Serang City Environmental Service is using another method, namely by collaborating with the South Tangerang City Government in transporting waste from South Tangerang City to Cilowong TPAS so that the community receives compensation from the South Tangerang City Government.

| Additional Information: | Tujuan penelitian ini adalah untuk mengetahui Implementasi Pasal 23 & 45 Peraturan Daerah Kota Serang Nomor 7 Tahun 2021 Tentang Pengelolaan Sampah dalam Kerangka Good Governance serta hambatan dalam melaksanakan implementasinya. Penelitian ini dilakukan di Kota Serang dengan menggunakan metode kualitatif. Peneliti mengumpulkan data dengan menggunakan teknik observasi, wawancara dan dokumentasi. Implementasi pasal 23 yang dilakukan Dinas Lingkungan Hidup Kota Serang adalah menyelenggarakan pengangkutan sampah. Dan pada pasal 45 terkait dengan kompensasi Pemerintah Kota Serang belum memberikan kompensasi yang bersumber dari anggaran Pemerintah Kota Serang. Dalam menghadapi hambatan pada pasal 23 dan 45, Dinas Lingkungan Hidup Kota Serang kekurangan anggaran sehingga penyelenggaraan pengangkutan sampah di Kota Serang tidak bisa terangkut semua. Selain itu, pada pasal 45 Pemerintah Kota Serang tidak mempunyai anggaran khusus untuk kompensasi pada warga yang terdampak atas adanya TPAS Cilowong. Dari hasil penelitian yang telah dilakukan dapat disimpulkan bahwa pelaksanaan Pasal 23 sudah berjalan baik, namun memiliki hambatan dalam pelaksanaan teknis di lapangan disertai kurangnya armada pengangkut sampah. Sementara untuk pasal 45 belum berjalan, Dinas Lingkungan Hidup Kota Serang menggunakan cara lain yaitu dengan melakukan kerja sama dengan Pemerintah Kota Tangerang Selatan dalam pengangkutan sampah dari Kota Tangerang Selatan ke TPAS Cilowong sehingga masyarakat mendapat kompensasi dari Pemerintah Kota Tangerang Selatan. | |||||||||
