Abstract
This thesis was created to describe the models of communication participatory activities carried out by the Ministry of Empowerment Women and Child Protection Republic of Indonesia (KPPPA RI) on the special child protection program as their effort for handle about issue Pilgrims Ahmadiyya’s child who has affected impact consequence exists preexecution. Data collection techniques include interviews and participant observation. The research method uses a qualitative descriptive approach with data analysis techniques in the form of reduction, presentation and verification of data. The resultof the research describes the process stages start from planning, implementing, evaluating child’s protection programs: advocacy and policy socialization child’s protection group minority as well as acceptance the benefits felt by the Ahmadiyya’s child after activity held by KPPPA RI.

| Additional Information: | Tesis ini dibuat guna menggambarkan model komunikasi partisipatif yang dilakukan oleh Kementerian Pemberdayaan Perempuan dan Perlindungan Anak Republik Indonesia (KPPPA RI) pada program perlindungan khusus anak sebagai upaya untuk menangani anak-anak kelompok Jamaah Ahmadiyah yang terkena dampak akibat adanya persekusi. Dengan teknik pengumpulan data berupa wawancara dan observasi partisipatif. Penelitian dilakukan dengan pendekatan kualitatif deskriptif dengan teknik analisis data berupa reduksi, penyajian dan verifikasi data. Hasil penelitian menjabarkan proses tahapan mulai dari perencanaan, pelaksanaan, evaluasi program perlindungan khusus anak berupa advokasi dan sosialisasi kebijakan perlindungan khusus anak kelompok minoritas serta penerimaan manfaat yang dirasakan oleh anak kelompok Ahmadiyah setelah kegiatan dilaksanakan. | |||||||||
