Abstract

Transportation issue especially Serang city transportation, always cause traffic problems. Route planning does not pay enough attention to the entrepreneurial development of operators and the performance of public transport services does not satisfy the general public. The aim of this research is to analyze City Transport Route Management in the Serang City Transportation Department. Researchers use POAC management theory regarding management concepts and implementation processes as well as transportation and public transport concepts. This study used descriptive qualitative method. Data was obtained through interviews, observation, documentation studies, and online data searches. The data analysis process uses the model proposed by Miles and Huberman which consists of data condensation, data presentation, conclusion drawing and verification. The data validity testing procedure is carried out by triangulation and conducting a member check. The results of this research found that management planning for city transport routes in Serang City refers to Law Number 22 of 2009 concerning Road Traffic and Transport starting from the distribution of types of transport, guidance and supervision, route distribution, service standards, licensing to establish transport companies, determination tariffs as well as the rights and obligations of public transport companies in carrying out public transport operations in the community. The recommendation that the researcher provides is based on the POAC method, namely that the development of the traffic and road transportation network must include planning, mobilizing activities and achieving the desired results through the involvement and utilization of human resources within the Serang City Transportation Department as well as increasing coordination with outside agencies, namely the Police. Attack the City. And the importance of participation from transport entrepreneurs to pay attention to documents regarding driving completeness and obeying traffic in accordance with route determination policies.

Additional Information:	Permasalahan Transportasi khususnya angkutan kota Serang selalu saja menyisahkan masalah lalu lintas. Perencanaan Trayek yang kurang memperhatikan pembinaan kepengusahaan terhadap para operator serta kinerja pelayanan angkutan umum yang belum memuaskan masyarakat umum. Tujuan penelitian ini untuk mengalisis Manajemen Trayek Angkutan Kota di Dinas Perhubungan Kota Serang. Peneliti menggunakan teori manajemen POAC tentang konsep manajemen dan proses implementasinya serta konsep transportasi dan angkutan umum. Penelitian ini menggunakan metode deskriptif kualitatif. Data diperoleh melalui wawancara, observasi, studi dokumentasi, dan penelusuran data online. Proses analisis data menggunakan model yang dikemukakan oleh Miles and Huberman yang terdiri dari tahap kondensasi data, penyajian data, penarikan kesimpulan, serta verifikasi. Prosedur pengujian keabsahan data dilakukan dengan triangulasi dan mengadakan member check. Hasil Penelitian ini menemukan bahwa perencanaan manajemen trayek angkutan kota di Kota Serang mengacu pada Undang-Undang Nomor 22 Tahun 2009 Tentang Lalu Lintas dan Angkutan Jalan dari mulai pembagian jenis angkutan, pembinaan dan pengawasan, pembagian trayek, standar pelayanan, perizinan mendirikan perusahaan angkutan, penetapan tarif serta hak dan kewajiban perusahaan angkutan umum dalam menjalankan pengoperasian angkutan umum di masyarakat. Rekomendasi yang peneliti berikan berdasarkan metode POAC yaitu dengan pengembangan jaringan lalu lintas dan angkutan jalan tersebut harus dengan penyusunan perencanaan, mengerakkan kegiatan dan pencapaian hasil yang diinginkan melalui pelibatan dan pemanfaatan sumberdaya manusia yang ada dalam Dinas Perhubungan Kota Serang serta meningkatkan koordinasi dengan instasi diluar yaitu Polresta Serang Kota. Dan pentingnya partisipasi dari pengusaha angkutan untuk memperhatikan dokumen kelengakapan dalam berkendara dan menaati lalu lintas sesuai dengan kebijakan penetapan trayek
