Abstract
"This research aims to discuss the practice of political representation by members of the Banten Regional Legislative Council in carrying out their supervisory function in the health sector during the Covid-19 pandemic." If the supervisory function is carried out well, acts of corruption in the Health Sector in the Banten government can be prevented and anticipated. Qualitative methods were chosen in this research, while data collection was carried out through interviews and literature studies of various relevant reading materials. This research is dissected using the theory of Democracy by David Held which explains that the people must be present in every policy. So representatives need to guarantee this because the people elected them. The research results show that the Banten Regional Legislative Council is unable to provide Checks and Balances within the Banten Province government. The Banten Regional Legislative Council positions itself as an element of Regional Government Organizing. So the Banten Regional Legislative Council does not represent itself as a representative of the people who have elected it. Then the condition of the political parties in the Banten Regional Legislative Council was added to form a coalition. Causing the dominance of the executive institution in Banten Province to become more lasting and its position stronger than the Banten Regional Legislative Council.

| Additional Information: | Penelitian ini bertujuan untuk membahas Praktik Representasi Politik oleh anggota DPRD Provinsi Banten dalam menjalankan Fungsi Pengawasan pada Bidang Kesehatan Di Masa Pandemi Covid-19”. Jika fungsi pengawasan dijalankan dengan baik maka tindakan korupsi di Bidang Kesehatan pada pemerintahan Banten dapat dicegah dan diantisipasi. Metode kualitatif dipilih dalam penelitian ini, adapun pengumpulan data dilakukan melalui wawancara dan studi literatur terhadap berbagai bahan bacaan yang relevan. Penelitian ini dibedah menggunakan teori Demokrasi oleh David Held yang menjelaskan rakyat harus hadir pada setiap kebijakan. Sehingga wakil perlu menjamin hal tersebut karena masyarakat yang memilih mereka. Hasil penelitian menunjukkan bahwa DPRD Provinsi Banten tidak dapat menghadirkan Check and Balances di lingkungan pemerintah Provinsi Banten. DPRD Provinsi Banten memposisikan dirinya sebagai unsur Penyelenggara Pemerintah Daerah. Sehingga DPRD Provinsi Banten tidak merepresentasikan dirinya sebagai wakil masyarakat yang telah memilihnya. Kemudian ditambah kondisi partai politik di DPRD Provinsi Banten menjadi satu kesatuan menjadi koalisi. Menyebabkan dominasi lembaga eksekutif di Provinsi Banten semakin langgeng dan semakin kuat posisinya daripada DPRD Provinsi Banten. | ||||||
