Abstract

This research aims to provide an overview of Tangerang City's waste management through the Intermediate Treatment Facility (ITF) carried out by the Tangerang City Environmental Service as the OPD which has the responsibility to manage the waste produced in Tangerang City with the facilities provided such as the ITF. The problem in this research is that the implementation of waste management through waste reduction methods by processing organic waste at the ITF is still not optimal because the facilities provided are not commensurate with the daily waste generation in Tangerang City. This research uses Management theory by George R Terry with the indicators in it being Planning, Organizing, Actuating, Controlling. Apart from that, it also uses concepts from Government Ecology. Data collection techniques in this research used observation, interviews and document study methods. The results of this research indicate that waste management in Tangerang City through the ITF is not running optimally. This is because the facilities provided are not yet comparable to managing waste with the amount of waste produced per day in Tangerang City, this is also assessed from the four indicators in Terry's management theory. This policy is also assessed from an ecological perspective, the government is not optimal as an ecological policy, the pattern of reciprocal relations based on the concept of ecology itself has been implemented between the government's internal and external spheres, apart from that, because through this policy the waste problem in the City of Tangerang has not been resolved optimally considering the condition of the waste which is still scattered in several areas and also the condition of the waste which is increasingly piling up at the Rawa Kucing TPA.

Additional Information:	Dalam penelitian ini memiliki tujuan untuk memberi gambaran mengenai pengelolaan sampah Kota Tangerang melalui Intermediate Treatment Facility (ITF) yang dilakukan oleh Dinas Lingkungan Hidup Kota Tangerang sebagai OPD yang memiliki tanggung jawab untuk mengelola sampah yang dihasilkan di Kota Tangerang dengan adanya fasilitas yang dihadirkan sebagaimana ialah ITF. Adapun permasalahan dalam penelitian ini masih kurang optimalnya pelaksanaan dalam pengelolaan sampah melalui metode pengurangan sampah dengan mengolah sampah organik di ITF karena fasilitas yang dihadirkan belum sebanding dengan timbulnya sampah setiap harinya di Kota Tangerang. Penelitian ini menggunakan teori Pengelolaan oleh George R Terry dengan indikator didalamnya ialah Planning, Organizing, Actuating, Controlling. Selain itu juga menggunakan konsep dari Ekologi Pemerintahan. Teknik pengumpulan data dalam penelitian ini dengan metode observasi, wawancara, dan studi dokumen. Hasil dalam penelitian ini menunjukkan bahwa pengelolaan sampah Kota Tangerang melalui ITF itu belum berjalan dengan optimal. Hal tersebut dikarenakan fasilitas yang dihadirkan belum sebanding untuk mengelola persampahan dengan jumlah sampah yang dihasilkan per harinya di Kota Tangerang, hal tersebut juga dinilai dari keempat indikator pada teori pengelolaan oleh Terry. Kebijakan ini pun dinilai dari segi ekologi pemerintahannya belum maksimal sebagai kebijakan yang ekologis, pola humbungan timbal balik berdasarkan dengan konsep ekologi itu sendiri sudah terlaksana antara lingkup internal pemerintah dengan eksternalnya, selain itu pun karena melalui kebijakan ini permasalahan sampah di Kota Tangerang belum teratasi dengan maksimal melihat kondisi sampah yang masih berserakan di beberapa daerah dan juga kondisi sampah yang kian menggunung di TPA Rawa Kucing.
