Abstract

The Social Assistance Program for Handling Uninhabitable Houses (BSPRTLH) is a program designed by the government as an effort to alleviate poverty through house repairs. Several problems were found, namely: Uncertain time from application to announcement of acceptance of the BSP-RTLH Program, Lack of supervision from the government so that there are still many people who are not on target who receive the BSP-RTLH program, not residents who really need it, Lack of outreach to community related to the BSP-RTLH Program so that there are still many recipients who complain because they have to prepare some of the funds, because the BSP-RTLH Program funds are not sufficient until the construction is completed and many of the land owners of the houses submitted to the BSP-RTLH Program are still not your own but someone else's. The aim of this research is to determine the Social Assistance Program for Handling Uninhabitable Houses (BSP-RTLH) in Ciomas Village, Padarincang District, Serang Regency using the policy evaluation theory developed by Leo Agustino with five dimensions, namely apparatus resources, institutions, infrastructure and technology, finance and regulation. The method used in this research is a qualitative method. So the results of the research on the Social Assistance Program for Handling Uninhabitable Houses have not yet run optimally.

Additional Information:	Program Bantuan Sosial Penanganan Rumah Tidak Layak Huni (BSP-RTLH) merupakan program yang dirancang pemerintah sebagai upaya mengentaskan kemiskinan melalui perbaikan rumah. Adapun beberapa masalah yang ditemukan, yaitu : Tidak menentunya waktu dari pengajuan sampai pengumuman penerimaan Program BSP-RTLH, Kurangnya pengawasan daripemerintah sehingga masih banyak yang tidak tepat sasaran yang mendapatkan program BSP-RTLH ini bukan warga yang benar-benar membutuhkan, Kurangnya sosialisasi kepada masyarakat terkait Program BSP-RTLH ini sehingga masih banyak penerima yang mengeluh karena harus menyiapkan sebagian dana, karena dari dana Program BSP-RTLH ini tidak mencukupi sampai pembangunan selesai dan Kepemilikan tanah dari rumah yang di ajukan kepada Pogram BSP-RTLH ini masih banyak yang bukan milik sendiri melainkan milik orang lain. Tujuan dari penelitian ini adalah untuk mengetahui Program Bantuan Sosial Penanganan Rumah Tidak Layak Huni (BSP-RTLH) di Desa Ciomas Kecamatan Padarincang Kabupaten Serang dengan menggunakan teori evaluasi kebijakan yang dikembangkan oleh Leo Agustino dengan lima dimensi yaitu sumber daya aparatur, kelembagaan, sarana prasarana dan teknologi, keuangan dan regulasi. Metode yang digunakan peneliian ini adalah metode kualitatif. Maka hasil dari penelitian Program Bantuan Sosial Penanganan Rumah Tidak Layak Huni ini belum sepenuhnya berjalan dengan optimal.
