Abstract

The Human Development Index (IPM) is a comparative measure of life expectancy, literacy, education and standard of living. HDI explains how residents can access development outcomes in obtaining income, health, education, and so on. The purpose of this study was to determine the effect of special autonomy funds, education spending, economic growth, and health complaints on the human development index in the districts/cities of Papua province. The research method uses quantitative methods. The research data source is secondary data in the form of panel data, namely provincial data in Papua for the period 2017-2020 obtained from the Papua Central Bureau of Statistics and DJPK FY 2006. Analysis of research data used panel data regression analysis. Papua Province is the province with the lowest human development index of 34 other provinces in Indonesia. Papua Province Human Development of 60.44 percent is below the national average of 71.08 percent.

Additional Information: Indeks Pembangunan Manusia (IPM) adalah ukuran perbandingan dari harapan hidup, melek huruf, pendidikan dan standar hidup. IPM menjelaskan bagaimana penduduk dapat mengakses hasil pembangunan dalam memperoleh pendapatan, kesehatan, pendidikan, dan sebagainya. Tujuan penelitian ini untuk mengetahui pengaruh dana otonmi khusus, belanja pendidikan, pertumbuhan ekonomi, dan keluhan kesehatan terhadap indeks pembangunan manusia pada kabupaten/kota provinsi papua. Metode penelitian menggunakan metode kuantitatif. Sumber data penelitian adalah data sekunder dalam bentuk data panel, yaitu data Provinsi di Papua dengan kurun waktu tahun 2017-2020 yang diperoleh dari Badan Pusat Statistik Papua dan DJPK TA 2006. Analisis data penelitian menggunakan analisis regresi data panel. Provinsi Papua merupakan provinsi dengan indeks pembangunan manusia terendah dari 34 Provinsi lainnya di Indonesia . Pembangunan Manusia Provinsi Papua sebesar 60,44 persen berada dibawah rata-rata nasional sebesar 71,08 persen.
