Abstract
According to the Ministry of State Apparatus Utilization and Bureaucratic Reform, there are still ASN whose quality is below standard. The government do simplify the bureaucracy by transferring administrative officials to functional officials, to be more agile in achieving organizational goals. One of the agencies in charge of population and family planning issues is the National Population and Family Planning Agency (BKKBN). One of the BKKBN's tasks is to reduce the national stunting rate. It is stated that the prevalence rate of stunting that occurs in children in Banten Province has reached 24.5%. The province is ranked 23rd highest nationally. However, three districts or cities are still below the average prevalence of stunting under five in Banten Province (24.1%), namely Pandeglang district (29.4%), Serang district (26.4%), and Lebak district (26.2%). The purpose of this study is to examine the effect of job descriptions and job specifications on the performance of functional positions (JFT) at BKKBN Banten. The research method used was a population of 89 people. The sampling technique uses a Stratified Random Sampling of 50 people. Data obtained through the distribution of questionnaires Research data processing uses respondent data analysis with the help of SPSS 21. Statement testing is carried out by validity and reliability tests, research descriptive analysis tests, and classic assumption tests consisting of normality tests, heteroscedasticity tests, and multicollinearity tests. Testing using multiple regression analysis. The conclusion of the study is work description and work specification have significant influence on performance.

Additional Information: | Menurut Menteri Pendayagunaan Aparatur Negara dan Reformasi Birokrasi masih terdapat ASN yang memiliki kualitas yang berada di bawah standar. Upaya yang dilakukan oleh pemerintah adalah melakukan penyederhanaan birokrasi dengan mengalihkan pejabat administrasi menjadi pejabat fungsional. Agar pegawai dapat lebih lincah mencapai tujuan organisasi menjadi tujuan utama. Salah satu instansi yang membidangi masalah kependudukan dan keluarga berencana yaitu Badan Kependudukan dan Keluarga Berencana Nasional (BKKBN). salah satu tugas BKKBN adalah menurunkan angka stunting Nasional, disebutkan angka prevalensi stunting yang terjadi pada anak di wilayah Provinsi Banten telah mencapai 24,5%. Provinsi tersebut menempati peringkat ke-23 tertinggi secara nasional. Namun tiga kabupaten/kota masih di bawah angka rata-rata prevalensi balita stunting Provinsi Banten (24,1%) yaitu Kabupaten Pandeglang (29,4%), Kabupaten Serang (26,4%), dan Kabupaten Lebak (26,2%). Tujuan penelitian ini yaitu menguji pengaruh deskripsi kerja, spesifikasi kerja terhadap kinerja ASN Jabatan Fungsional Tertentu (JFT) di BKKBN Banten. Metode penelitian yang digunakan jumlah populasi 89 orang. Teknik pengambilan sampel menggunakan proportionate random sampling sejumlah 50 orang. Data diperoleh melalui penyebaran kuesioner. Pengolahan data penelitian menggunakan analisis data responden dengan bantuan SPSS 21. Pengujian pernyataan dilakukan dengan uji validitas dan uji reliabilitas, uji analisa deskriptif penelitian dan uji asumsi klasik yang terdiri dari uji normalitas, uji heteroskedastisitas dan uji multikolinieritas. Pengujian menggunakan analisis regresi berganda. Kesimpulan penelitian adalah deskripsi kerja dan spesfikasi kerja berpengaruh terhadap kinerja. Hasil penelitian menunjukkan bahwa deskripsi kerja dan spesifikasi kerja berpengaruh signifikan terhadap kinerja karyawan. | |||||||||
