Abstract

Good health services are a community need and often become a measure of the success of development. Recognizing that health services are a necessity for every citizen, the government tries from time to time to produce programs that can improve health services as a whole. One of the programs organized by the Government of Indonesia is the implementation of the National Health Insurance (JKN) program organized by the Social Security Administration Agency (BPJS). The identification of the first problem is How are health service providers for BPJS participants at the Gandrungmangu 1 Health Center in Cilacap Regency based on BPJS Regulation Number 1 of 2014 Concerning Guarantees for Health Implementation? Then the second is What are the Obstacles in Health services for BPJS participants at the Gandrungmangu 1 Health Center Cilacap Regency? Using the theory of authority and the theory of public service, the research method used is empirical juridical, using descriptive analytical research specifications. Data collection techniques are interviews and document related to research. The data sources used are primary data and secondary data. The results of the research that the authors conducted were: Health Service Providers for BPJS participants at the Gandrungmangu 1 Health Center in Cilacap Regency went quite well, The Gandrungmangu 1 Health Center in Cilacap Regency has various facilities to provide the best service for facility participants. Constraints that occur in the health services of BPJS participants at the Gandrungmangu 1 Health Center, such as a lack of stock of medicines, this occurs due to the lack of optimal drug distribution due to the great distance. The conclusion is that the Gandrungmangu 1 Health Center has provided health services to BPJS participants quite well with the various facilities provided. Suggestions from the results of this study are that the Gandrungmangu 1 Health Center in Cilacap Regency should be able to improve health services for BPJS participants to be better. By increasing the stock of available medicines, increasing the number of medical personel serving health services and also improving infrastructure by increasing the number of inpatient rooms.

Additional Information:	Pelayanan Kesehatan yang baik merupakan suatu kebutuhan masyarakat dan sering kali menjadi ukuran dalam keberhasilan pembangunan Menyadari bahwa pelayanan Kesehatan menjadi kebutuhan setiap warga negara maka pemerintah berupaya dari waktu ke waktu untuk menghasilkan program-program yang dapat meningkatkan pelayanan kesehatan secara menyeluruh. Salah satu program yang diselenggarakan oleh Pemerintah Indonesia adalah penyelenggaraan program Jaminan Kesehatan Nasioal (JKN) yang diselenggarakan oleh Badan Penyelenggara Jaminan Sosial (BPJS). Identifikasi masalah yang pertama adalah Bagaimana penyelenggara pelayanan Kesehatan terhadap peserta BPJS di Puskesmas Gandrungmangu 1 Kabupaten Cilacap berdasarkan Peraturan BPJS Nomor 1 Tahun 2014 Tentang Jaminan Penyelenggaraan Kesehatan? Kemudian yang kedua adalah Apakah kendala dalam pelayanan Kesehatan peserta BPJS di Puskesmas Gandrung mangu 1 Kabupaten Cilacap?, Menggunakan teori kewenangan dan teori pelayanan publik, metode penelitian yang digunakan adalah yuridis empiris, dengan menggunakan spesifikasi penelitian deskriptif analitis. Teknik pengumpulan data adalah wawancara dan dokumen yang terkait dengan penelitian. Sumber data yang di gunakan adalah data primer dan data sekunder. Hasil penelitian yang penulis lakukan adalah : Penyelenggara Pelayanan Kesehatan peserta BPJS di Puskesmas Gandrungmangu I Kabupaten Cilacap berjalan cukup baik, Puskesmas Gandrungmangu I Kabupaten Cilacap memiliki berbagai fasilitas untuk memberikan pelayanan terbaik bagi peserta fasilitas. Kendala yang terjadi dalam pelayanan kesehatan peserta BPJS di Puskesmas Gandrungmangu 1 seperti kekurangan stok obat-obatan, hal ini terjadi karena kurang maksimalnya distribusi obat yang dikarenakan jarak yang begitu jauh. Kesimpulannya adalah puskesmas Gandrungamngu 1 telah menyelenggarakan pelayanan kesehatan terhadap peserta BPJS dengan cukup baik dengan berbagai fasilitas yang disediakan. Saran hasil penelitian ini adalah seharusnya Puskesmas Gandrungmangu I Kabupaten Cilacap dapat memperbaiki pelayanan Kesehatan untuk peserta BPJS agar menjadi lebih baik, dengan menambah stok obat obatan yang tersedia, menambah jumlah tenaga medis yang melayani pelayanan Kesehatan dan juga memperbaiki infrastruktur dengan menambah jumlah ruang rawat inap.
