Abstract
Toddlers as a group whose growth needs special attention requires the existence of Minimum Service Standards as guidelines for the Regional Government in carrying out its authority as a public service provider, and community health centers are facilities that are the leading units in efforts to actualize the implementation of MSS for toddlers. The problem is, how is the implementation of the authority of the Serang City Regional Government in implementing MSS in toddler health services at community health centers based on Serang City Regional Regulation Number 1 of 2023 concerning MSS? and What are the obstacles to implementing the authority of the Serang City regional government in implementing MSS for toddler health services at community health centers based on Serang City Regional Regulation Number 1 of 2023 concerning MSS? The theories used are authority theory and public service theory. The method used is empirical juridical with data analysis through a qualitative approach using primary data in the form of interviews and secondary data in the form of library research. The results, the Regional Government, based on Article 12 paragraph (1) of the Serang City Regional Regulation Number 1 of 2023 concerning MSS, has the authority to set standards for the quantity and quality of goods and/or services, human resource standards, and technical standards services for toddlers at health centers. However, in the provisions regarding human resource quality standards there are no provisions regarding the number of human resources that must be in each community health center which results in obstacles regarding the lack of human resources in toddler health services, as well as other obstacles in the form of a lack of socialization by the Regional Government. In conclusion, the role of the Serang City Regional Government has not been fully implemented. Several obstacles mean that the implementation of this MSS must be improved, especially in terms of the number of human resources and in terms of providing socialization. Suggestions, the Serang City Government as the one that has the authority to implement MSS must immediately improve the standard provisions/and/or number of human resources, as well as increase outreach to the community

Identifikasi masalah, bagaimana pelaksanaan kewenangan Pemerintah Daerah Kota Serang dalam penerapan SPM pada pelayanan kesehatan balita di puskesmas berdasarkan Peraturan Daerah Kota Serang Nomor 1 Tahun 2023 tentang Standar Pelayanan Minimal? dan Apa saja kendala pelaksanaan kewenangan pemerintah daerah Kota Serang dalam penerapan SPM pada pelayanan kesehatan balita di puskesmas berdasarkan Peraturan Daerah Kota Serang Nomor 1 Tahun 2023 tentang Standar Pelayanan Minimal? Teori yang digunakan teori kewenangan dan teori pelayanan publik. Metode yang digunakan yuridis empiris dengan analitis data melalui pendekatan kualitatif menggunakan data primer berupa wawancara dan data sekunder berupa penelitian kepustakaan. Hasil penelitian adalah Pemerintah Daerah berdasarkan Pasal 12 ayat (1) Perda Kota Serang Nomor 1 Tahun 2023 tentang SPM, memiliki kewenangan untuk menetapkan standar jumlah dan kualitas barang dan/atau jasa, standar sumber daya manusia, serta standar teknis pelayanan pada balita di puskesmas. Namun, dalam ketentuan mengenai standar kualitas SDM tidak adanya ketentuan mengenai berapa jumlah SDM yang harus ada di setiap puskesmas yang berakibat terhadap kendala mengenai kurangnya sumber daya manusia dalam penerapan SPM pada pelayanan kesehatan balita di puskesmas, serta kendala lain berupa kurangnya sosialisasi Pemerintah Daerah terhadap masyarakat. Kesimpulan, peran Pemerintah Daerah Kota Serang dalam penerapan SPM pada balita di puskesmas belum terlaksana sepenuhnya. Beberapa kendala menjadikan penerapan SPM ini harus diperbaiki terutama dalam ketentuan jumlah sumber daya manusia dan dalam hal pemberian sosialisasi. Saran, Pemerintah Kota Serang sebagai yang memiliki kewenangan dalam penerapan SPM harus segera memperbaiki ketentuan standar/dan atau jumlah sumber daya manusia, serta meningkatkan sosialisasi terhadap masyarakat. | |||||||||
