Abstract
The Social Forestry Program is a sustainable forest management program implemented in state forest areas or private/customary forests implemented by local communities or customary law communities as the main actors to improve their welfare, environmental balance and sociocultural dynamics. This is stated in Minister of Environment and Forestry Regulation No. 9 of 2021 concerning Social Forestry. The Banten Provincial Government through the Environment and Forestry Service has launched a program to promote the welfare of forest village communities. Bulakan Village is the superior village of the 4 villages in Gunungkencana subdistrict so only Bulakan Village is able to carry out this program well. This research aims to determine the implementation of the Social Forestry Program in Community Forests, Gunungkencana District, Lebak Regency, using the policy implementation model according to Van Metter and Van Horn. This research method uses qualitative methods with descriptive techniques. The results of this research have gone quite well, but there are still several problems in its implementation. These problems include limited access to capital, inadequate fertilizer assistance provided, and the absence of a policy at the regional level that regulates program implementation. The recommended suggestion is that the government can overcome the limited access to capital for farmers, including increasing the quantity of fertilizer assistance provided, as well as making special regulations at the regional level regarding the implementation of the program.

| Additional Information: | Program Perhutanan Sosial adalah program pengelolaan hutan lestari yang dilaksanakan dalam kawasan hutan negara atau hutan hak/hutan adat yang dilaksanakan oleh masyarakat setempat atau masyarakat hukum adat sebagai pelaku utama untuk meningkatkan kesejahteraannya, keseimbangan lingkungan dan dinamika sosial budaya. Hal tersebut tertuang dalam Peraturan Menteri LHK No. 9 Tahun 2021 tentang Perhutanan Sosial. Pemerintah Provinsi Banten melalui Dinas Lingkungan Hidup dan Kehutanan membuat program untuk mengupayakan kesejahteraan masyarakat desa hutan. Desa Bulakan merupakan desa unggulan dari 4 desa yang berada di kecamatan Gunungkencana sehingga hanya Desa Bulakan yang mampu menjalankan program ini dengan baik. Penelitian ini bertujuan untuk mengetahui Implementasi Program Perhutanan Sosial Hutan Kemasyarakatan Kecamatan Gunungkencana Kabupaten Lebak.dengan menggunakan model implementasi kebijakan menurut Van Metter dan Van Horn. Metode penelitian ini menggunakan metode kualitatif dengan teknik deskriptif. Hasil penelitian ini sudah berjalan cukup baik, namun masih terdapat beberapa permasalahan dalam pelaksanaannya. Permasalahan tersebut yaitu terbatasnya akses permodalan, belum memadainya bantuan pupuk yang diberikan, serta belum adanya turunan kebijakan di tingkat daerah yang mengatur mengenai pelaksanaan program. Saran yang direkomendasikan adalah diharapkan pemerintah dapat mengatasi terbatasnya akses permodalan petani, termasuk menambah kuantitas bantuan pupuk yang diberikan, juga agar dapat membuat regulasi khusus di tingkat daerah mengenai implementasi Program Perhutanan Sosial Hutan Kemasyarakatan. | ||||||
