Abstract
This research was motivated by several problems that emerged related to the implementation of the Independence Development Program for Prisoners at the Bekasi Class II A Correctional Institution. These problems are: Lack of facilities and infrastructure in the independence development program, lack of quality and quantity of human resources to carry out the independence development program, and the number of prison inmates is over capacity. This research aims to find out how the implementation of the independence development program for prisoners at the Bekasi Class II A Correctional Institution is implemented. This research uses the theory of public policy implementation according to Van Meter and Van Horn which consists of: Policy Size and Objectives, Resources, Characteristics of Implementing Agents, Attitudes/tendencies of Implementers, Communication between Implementers and the Social, Economic and Political Environment. The research method used is a descriptive method with a qualitative approach. Data collection techniques through observation, interviews and documentation. The data analysis technique uses the Miles and Huberman concept. The results of this research are that the implementation of the self-reliance development program at the Bekasi Class II A Correctional Institution is quite good. Suggestions for this research are that the Bekasi Class II A Correctional Institution needs to carry out regular training and development of officers, the Bekasi Class II A Correctional Institution needs to update and improve its facilities. used in the program and the Bekasi Class II A Prison needs to be active on Instagram social media to market interesting inmate products.

| Additional Information: | Penelitian ini dilatarbelakangi oleh beberapa permasalahan yang muncul terkait Implementasi Program Pembinaan Kemandirian Bagi Narapidana di Lembaga Permasyarakatan Kelas II A Bekasi. Permasalahan tersebut yaitu : Kurangnya sarana dan prasarana dalam program pembinaan kemandirian, Kurangnya kualitas dan kuantitas sumber daya manusia untuk melakukan program pembinaan kemandirian,dan Jumlah penghuni lapas yang over kapasitas. Penelitian ini bertujuan untuk mengetahui bagaimana implementasi program pembinaan kemandirian bagi narapidana di Lembaga Permasyarakatan Kelas II A Bekasi. Penelitian ini menggunakan teori implementasi kebijakan publik menurut Van Meter dan Van Horn yang terdiri dari: Ukuran dan Tujuan Kebijakan, Sumber Daya, Karakteristik Agen Pelaksana,Sikap/kecenderungan Para Pelaksana, Komunikasi Antar Pelaksana dan Lingkungan Sosial, Ekonomi dan Politik. Metode penelitian yang digunakan adalah metode dekriptif dengan pendekatan kualitatif. Teknik pengumpulan data melalui observasi, wawancara dan dokumentasi. Teknik analisis data menggunakan konsep Miles dan Huberman. Hasil Penelitian ini yaitu pelaksanaan program pembinaan kemandirian di Lembaga Permasyarakatan Kelas II A Bekasi sudah cukup baik.. Saran untuk penelitian ini yaitu Lapas Kelas II A Bekasi perlu melaksanakan pelatihan dan pengembangangan petugas secara berkala, Lapas Kelas II A Bekasi membutuhkan pembaruan dan perbaikan fasilitas yang digunakan dalam programnya dan Lapas Kelas II A Bekasi perlu aktif di media sosial instagram untuk memasarkan produk hasil karya narapidana yang menarik. | ||||||
