Abstract
This research was conducted to find out 1) programme innovations carried out by the community reading park of the global literacy youth association (TBM PPLG) in improving community literacy culture in Lopang Gede, Lopang Village, Serang District, Serang City. 2) Programme management of the community reading park of the global literacy youth association (TBM PPLG) in improving community literacy culture in Lopang Gede, Lopang Village, Serang District, Serang City. 3) The results of community literacy culture in Lopang Gede, Lopang Village, Serang District, Serang City. The research method used descriptive with a qualitative approach. The research subjects included: founder, chairman, 3 volunteers, 4 learners, and 4 neighbouring communities. Data collection techniques in this research are; observation, interview, and documentation. Data analysis techniques used are; data reduction, data presentation, and conclusion drawing. The results of the study explain that 1) the programme innovation carried out by the global literacy youth community reading park (TBM PPLG) has implemented 3 forms of innovation, namely; incremental, modular, and architectural. 2) The management of the community reading park program of the global literacy youth association (TBM PPLG) has taken place well in using four management functions, namely; planning, organising, actuating, and controling. 3) The results of the in Lopang Gede, Lopang Village, Serang District, Serang City is an increase in the frequency of reading habits (the number of people reading every day). the level of active community participation in numeracy literacy activities, the ability to understand social phenomena and the ability to understand natural phenomena, the ability to use digital media and the ability to access social media, the ability to sort out financial needs, and the ability to know the culture and the ability to know the policies that exist in the country.

Metode penelitian menggunakan deskriptif dengan pendekatan kualitatif. Subyek penelitian meliputi: founder, ketua, 3 relawan, 4 warga belajar, dan 4 masyarakat sekitar. Teknik pengumpulan data dalam penelitian ini yaitu; observasi, wawancara, dan dokumentasi. Teknik analisis data yang digunakan yaitu; reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian menjelaskan bahwa 1) inovasi program yang dilakukan taman bacaan masyarakat paguyuban pemuda literasi global (TBM PPLG) telah menerapkan 3 bentuk inovasi yaitu; inkremental, modular, dan arsitektular. 2) Pengelolaan program taman bacaan masyarakat paguyuban pemuda literasi global (TBM PPLG) telah berlangsung dengan baik dalam mengunakan empat fungsi manajemen yaitu; tahap perencanaan, pengorganisasian, penggerakan, dan pengawasan. 3) Hasil budaya literasi masyarakat di Lopang Gede Kelurahan Lopang Kecamatan Serang Kota Serang adanya peningkatan frekuensi kebiasaan membaca (jumlah masyarakat membaca setiap hari). tingkat partisipasi aktif masyarakat dalam kegiatan literasi numerasi, kemampuan memahami fenomena sosial dan kemampuan memahami fenomena alam, kemampuan menggunakan media digital dan kemampuan mengakses media sosial, kemampuan memilah kebutuhan keuangan, dan kemampuan mengetahui budaya dan kemampuan mengetahui kebijakan yang ada di negara. | |||||||||
