Abstract
Unemployed are residents who are not working but are looking for work, are preparing a new business, or are not looking for work because they have been accepted for work but have not yet started working. Unemployment is one of the problems that has an impact on social and economic stability. In an effort to realize the work programs that will be implemented, with the capabilities of the Bekasi City Labour Service, it can prepare a Strategic Plan for the Labour Service, which will become a guideline for programs and activities in the employment sector. The programs and activities that will be implemented by the Bekasi City Labour Service are an elaboration of the objectives, strategies, and policies in the Labour Service's Strategic Plan. This research aims to obtain a form of strategic planning for the Bekasi City Labour Service in overcoming unemployment in Bekasi City. This research uses Freddy Rangkuti's theory, namely IFAS and EFAS matrix analysis and SWOT matrix analysis consisting of strengths, weaknesses, opportunities, and threats. This research uses a descriptive research method with a qualitative approach, applying data collection techniques in the form of observation, interviews, literature study, and documentation. The results of this research indicate that the implementation of the strategy of the Bekasi City Labour Service in overcoming unemployment in Bekasi City has not been optimal. Recommendations that can be given are improving the capabilities of the Labour Service apparatus by utilizing technological information, improving coordination between the Bekasi City Labour Service and OPD (Regional Apparatus Organizations), providing outreach and information about job programs and training to job seekers, and improving the organizing of job fairs by coordinating and utilizing the roles of companies in Bekasi City and its surroundings.

| Additional Information: | Pengangguran adalah penduduk yang tidak bekerja namun sedang mencari pekerjaan, atau sedang mempersiapkan suatu usaha baru, atau penduduk yang tidak mencari pekerjaan karena sudah diterima bekerja, tetapi belum memulai bekerja. Pengangguran merupakan salah satu permasalahan yang berdampak pada stabilitas sosial hingga ekonomi. Dalam upaya untuk mewujudkan program-program kerja yang akan dilaksanakan, maka dengan kemampuan yang dimiliki Dinas Tenaga Kerja Kota Bekasi dapat menyusun Rencana Strategis Dinas Tenaga Kerja yang akan menjadi sebuah pedoman untuk program dan kegiatan pada sektor ketenagakerjaan. Program dan kegiatan yang akan dilaksanakan oleh Dinas Tenaga Kerja Kota Bekasi merupakan suatu penjabaran dari sebuah tujuan, strategi, dan kebijakan pada Rencana Strategi Dinas Tenaga Kerja. Penelitian ini bertujuan untuk memperoleh bentuk perencanaan strategi Dinas Tenaga Kerja Kota Bekasi dalam mengatasi pengangguran di Kota Bekasi. Penelitian ini menggunakan teori dari Freddy Rangkuti yaitu analisis matriks IFAS dan EFAS dan analisis matriks SWOT yang terdiri dari kekuatan, kelemahan, peluang, dan ancaman. Pada penelitian ini menggunakan metode penelitian deskriptif dengan pendekatan kualitatif, menerapkan teknik pengumpulan data berupa observasi, wawancara, studi pustaka, dan dokumentasi. Hasil penelitian ini menunjukkan bahwa implementasi strategi Dinas Tenaga Kerja Kota Bekasi dalam mengatasi pengangguran di Kota Bekasi belum menurun signifikan. Rekomendasi yang dapat diberikan yaitu memperbaiki kemampuan aparatur Dinas Tenaga Kerja dengan memanfaatkan informasi teknologi, meningkatkan koordinasi antara Dinas Tenaga Kerja Kota Bekasi dan OPD (Organisasi Perangkat Daerah), memberikan sosialisasi dan informasi tentang program dan pelatihan kerja kepada pencari kerja, dan meningkatkan penyelenggaraan bursa tenaga kerja (job fair) dengan berkoordinasi serta memanfaatkan peran dari perusahaan di Kota Bekasi dan sekitarnya. | |||||||||
