Abstract

The issue of gender equality is something that needs attention, one of which is in the political field. The implementation of the affirmative action policy is certainly a new hope for creating justice and gender equality in the political field, but has not been able to increase women's representation in the Cilegon City DPRD. This is related to the problems found by researchers in initial observations, namely that women's representation in the Cilegon City DPRD has never reached 30%, due to the development of patriarchal culture among the people of Cilegon City, women's self-confidence in running for contested elections is still lacking, and education is still lacking. politics is not yet optimal. This research aims to analyze political participation in increasing women's representation (case study of affirmative action policy in the DPRD Cilegon City). Researchers use qualitative methods. The theory used is conventional political participation from Gabriel Almond which has five dimensions, namely Voting, Political Discussion, Campaigning, Joining Interest Groups and Communication with Political or Administrative Officials. The research results show that conventional political participation as stated by Gabriel Almond in political participation in the Cilegon City DPRD is not optimal, this is because some of the sub-dimensions are not working well. Even though views towards women are starting to open up and empowerment, the implementation of affirmative action policies can increase women's political participation, but this is only limited to elections to meet the minimum quota of 30% for each party. Apart from the continued development of patriarchal culture in society, other factors that influence women's lack of confidence to compete in politics are women's internal self, which includes a lack of support from people around them, financial problems and also women's inadequate political education due to women's empowerment not being optimal.

Additional Information:	Persoalan kesetaraan gender merupakan suatu hal yang perlu mendapat perhatian, salah satunya dalam bidang politik. Implementasi kebijakan affirmatif action tentu menjadi harapan baru terciptanya keadilan dan kesetaraan gender di bidang politik, namun belum mampu mendongkrak peningkatan keterwakilan perempuan di DPRD Kota Cilegon. Hal ini berkaitan dengan permasalahan yang ditemukan peneliti pada observasi awal yaitu keterwakilan perempuan di DPRD Kota Cilegon tidak pernah mencapai 30%, disebabkan masih berkembangnya budaya patriarki di kalangan masyarakat Kota Cilegon, rasa percaya diri perempuan untuk mencalonkan diri dalam pemilu kontestasi masih kurang, dan pendidikan politik belum optimal. Penelitian ini bertujuan untuk menganalisis partisipasi politik dalam meningkatkan keterwakilan perempuan (studi kasus kebijakan affirmative action di DPRD Kota Cilegon). Peneliti menggunakan metode kualitatif. Teori yang digunakan adalah partisipasi politik konvensional dari Gabriel Almond yang memiliki lima dimensi yaitu Pemberian suara, Diskusi Politik, Kampanye, Bergabung dengan Kelompok Kepentingan dan Komunikasi dengan Pejabat Politik atau Administratif. Hasil penelitian menunjukkan bahwa partisipasi politik konvensional sebagaimana dikemukakan oleh Gabriel Almond dalam partisipasi politik di DPRD Kota Cilegon belum optimal, hal ini disebabkan beberapa dari sub dimensi tidak berjalan dengan baik. Walaupun pandangan terhadap perempuan mulai terbuka dan pemberdayaan pun Implementasi kebijakan affirmatif action mampu meningkatkan partisipasi politik perempuan, namun hanya sebatas pada pemilu saja untuk memenuhi kuota minimal 30% setiap partai. Selain masih berkembangnya budaya patriarki ditengah masyarakat, faktor lain yang memengaruhi perempuan tidak percaya diri untuk berkompetisi dalam politik adalah internal diri perempuan yang meliputi kurangnya dukungan dari orang sekitar, permasalahan finansial dan juga pendidikan politik perempuan yang belum memadai akibat pemberdayaan perempuan yang belum optimal.
