Abstract
The implementation of state buildings (SB) is a program of activities of the central government and local governments which is the implementation of good regional space utilization. Based on Government Regulation Number 16 of 2021 concerning the Implementation Regulations of Law Number 28 of 2002 concerning Building Buildings in the implementation of SB, the authority of the Public Works and Spatial Planning Office (PWSP) of Serang City is needed regarding the implementation of supervision of the implementation of SB and regional spatial planning in Serang City. As for the identification of the problem, how is the implementation of the authority of the PWSP Office of Serang City in supervising SB in Serang City based on Government Regulation Number 16 of 2021 concerning Implementation Regulations of Law Number 28 of 2002 concerning Building Buildings? and, what are the obstacles in the implementation of the authority of the PWSP Office of Serang City in supervising SB in Serang City?. The theories used are the theory of authority and the theory of supervision. The method used in this research is empirical juridical method with data analysis through a qualitative approach using primary data in the form of interviews with resource persons from the Human Settlements and Bina Konstruksi Division of the PWSP Office of Serang City, and secondary data. The results of the research obtained are the authority of the PWSP Office of Serang City in supervising SB in Serang City to realize good regional spatial planning based on Article 124 of Government Regulation Number 16 of 2021 concerning Implementation Regulations of Law Number 28 of 2002 concerning Building Buildings has been carried out well. This is evidenced by the implementation of the supervision program for the implementation of construction, maintenance and maintenance, supervision of arrangement/maintenance, and arrangement of SB and the district/city environment. There are obstacles that become obstacles in realizing good regional spatial planning in Serang City based on the theory of supervision in implementing activity programs as an important factor, such obstacles as limited human resources, still lacking government buildings and public facilities, not yet having a data base rici classification of SB and budgeting that has not been channeled optimally. The conclusion is that the PWSP Office of Serang City in the Human Settlements and Construction Development Division has carried out supervision of the implementation of SB to realize good regional spatial planning by forming a Technical Assessment Team for the 2023 Service Period which has been determined and authorized to serve for one year of the budget period. The suggestion is that the Local Government of Serang City needs to make local regulations related to the organization of buildings or the implementation of SB in Serang City.

| Additional Information: | Penyelenggaraan bangunan gedung negara (BGN) adalah program kegiatan pemerintah pusat dan pemerintah daerah yang merupakan pelaksanaan pemanfaatan ruang wilayah yang baik. Berdasarkan Peraturan Pemerintah Nomor 16 Tahun 2021 tentang Peraturan Pelaksanaan Undang-Undang Nomor 28 Tahun 2002 tentang Bangunan Gedung dalam penyelenggaraan BGN diperlukan atas kewenangan Dinas Pekerjaan Umum dan Penataan Ruang (PUPR) Kota Serang mengenai pelaksanaan pengawasan penyelenggaraan BGN dan penataan ruang wilayah di Kota Serang. Adapun identifikasi masalahnya, bagaimana pelaksanaan kewenangan Dinas PUPR Kota Serang dalam pengawasan BGN di Kota Serang bedasarkan Peraturan Pemerintah Nomor 16 Tahun 2021 tentang Peraturan Pelaksanaan Undang-Undang Nomor 28 Tahun 2002 tentang Bangunan Gedung? dan, apakah yang menjadi kendala dalam pelaksanaan kewenangan Dinas PUPR Kota Serang dalam pengawasan BGN di Kota Serang?. Teori yang digunakan yaitu, teori kewenangan dan teori pengawasan. Metode yang digunakan dalam penelitian ini yaitu metode yuridis empiris dengan analitis data melalui pendekatan kualitatif menggunakan data primer berupa wawancara dengan narasumber dari Bidang Cipta Karya dan Bina Konstruksi Dinas PUPR Kota Serang, dan data sekunder. Hasil penelitian yang didapat adalah kewenganan Dinas PUPR Kota Serang dalam pengawasan BGN di Kota Serang untuk mewujudkan tata ruang wilayah yang baik berdasarkan Pasal 124 Peraturan Pemerintah Nomor 16 Tahun 2021 tentang Peraturan Pelaksanaan Undang-Undang Nomor 28 Tahun 2002 tentang Bangunan Gedung telah terlaksana dengan baik. Hal tersebut dibuktikan dengan terlaksananya program pengawasan penyelenggaraan pembangunan, pemeliharaan dan perawatan, supervisi penataan/pemeliharaan, dan penataan BGN dan lingkungan kabupaten/kota. Adanya kendala yang menjadi penghambat dalam mewujudkan tata ruang wilayah yang baik di Kota Serang berdasarkan teori pengawasan dalam mengimplementasikan program-program kegiatan sebagai faktor penting, kendala tersebut seperti, keterbatasan sumber daya manusia, masih kurangnya gedung pemerintah dan fasilitas umum, belum memiliki data base rici klasifikasi BGN dan penganggaran yang belum tersalurkan secara optimal. Kesimpulannya yaitu Dinas PUPR Kota Serang pada Bidang Cipta Karya dan Bina Konstruksi telah melaksanakan pengawasan penyelenggaraan BGN untuk mewujudkan tata ruang wilayah yang baik dengan membentuk Tim Penilai Teknis Masa Bakti Tahun 2023 yang telah ditetapkan dan diberi kewenangan dalam bertugas selama satu tahun periode anggaran. Sarannya bahwa Pemerintah Daerah Kota Serang perlu membuat peraturan daerah terkait penyelenggaraan bangunan gedung atau penyelenggaraan BGN di Kota Serang.
