Abstract

This research aims to find out an overview of budget politics in the electric bicy- cle budget allocation which is part of the Pandeglang Regency government pro- gram in 2023 using the APBD budget for the 2023 fiscal year. The aim of the electric bicycle procurement program was to appreciate the RT/RW in Pandeglang Regency. The problem regarding the procurement of electric bicycles in Pandeglang Regency arose when the Regent of Pandeglang Regency made a sudden proposal for the procurement of electric bicycles, resulting in pros and cons among the people of Pandeglang and the legislative body. In the end, the Pandeglang Regency government was openly criticized by the community, but in the middle the way that the procurement of electric bicycles was canceled unilat- erally by the Pandeglang Regency government suddenly, so the author wants to explore more deeply the picture of budget politics in the allocation of the electric bicycle budget in Pandeglang Regency. This research uses the budget political theory proposed by Irene S Rubin (2020) with five indicators, namely reform ori- entation, incrementalist view, determinism, the politics of process and policy mak- ing. The research method used is a qualitative method with an instrumental case study approach. The results of this research explain the picture of budget politics that occurs in the allocation of the electric bicycle budget which is analyzed using the theory used that negotiations occur between the executive and the legislature in fighting for their respective interests, not only that, in the process there are clashes that always occur in budget discussions and so on.

Additional Information:	Penelitian ini bertujuan untuk mengetahui gambaran mengenai politik anggaran pada alokasi anggaran sepeda listrik yang merupakan bagian dari program pemerintah Kabupaten Pandeglang di tahun 2023 dengan menggunakan anggaran APBD Tahun anggaran 2023. Tujuan program pengadaan sepeda listrik diadakan untuk mengapresiasi para RT/RW di Kabupaten Pandeglang. Persoalan mengenai pengadaan sepeda listrik di Kabupaten Pandeglang muncul saat Bupati Kabupaten Pandeglang memberikan usulan pengadaan sepeda listrik secara tiba-tiba sehingga menuai pro-kontra dikalangan masyarakat Pandeglang dan lembaga legislatif yang akhirnya pemerintah Kabupaten Pandeglang di kritik secara terang-terangan oleh masyarakat, namun pada pertengahan jalan bahwa pengadaan sepeda listrik di- batalkan sepihak oleh pemerintah Kabupaten Pandeglang secara tiba-tiba, dengan begitu penulis ingin menelusuri lebih dalam mengenai gambaran politik anggaran pada pengalokasian anggaran sepeda listrik di Kabupaten Pandeglang. Penelitian ini menggunakan teori politik anggaran yang dikemukakan oleh Irene S Rubin (2020) dengan lima indikator yaitu reform orientation, incrementalist view, de- terminism, the politic of process dan making policy. Metode penelitian yang digunakan yaitu metode kualitatif dengan pendekatan instrumental case study. Hasil dari penelitian ini yaitu menjelaskan mengenai gambaran politik anggaran yang terjadi pada pengalokasian anggaran sepeda listrik yang dianalisa dengan teori yang digunakan bahwa adanya negosiasi yang dilakukan oleh eksekutif dan juga legislatif dalam memperjuangkan kepentingannya masing-masing, tidak han- ya itu bahwa didalam proses nya terdapat benturan yang selalu terjadi pada pem- bahasan anggaran dan dinamika yang terjadi pada proses perencanaan, penetapan dan pembatalan alokasi anggaran sepeda listrik selalu melibatkan unsur politik.
