Abstract
Evaluation of regional development performance has an important role in understanding the successes and challenges faced by regions in achieving their development goals, as well as creating consistency between policies and the implementation and results of regional work plans. This research focuses on development priorities in increasing the competitiveness of human resources, which is one of the national development priorities to create a competitive society that is able to face future challenges. Therefore, government-society cooperation on this priority is very important. In Tangerang City, the performance of development priorities to increase the competitiveness of human resources, especially in 2021, is still below the regional and national average. This research uses Stufflebeam theory (in Wirawan, 2016: 137) with a qualitative descriptive approach to evaluate development performance in Tangerang City. The data collection techniques used were interviews, observation studies, and documentation, with analysis techniques using Milles and Huberman analysis techniques. In testing the validation of research data using the triangulation method. The research results show that development to increase the competitiveness of human resources in Tangerang City has not been implemented evenly. This is because the government does not pay special attention to underprivileged communities, these communities do not have the right to education, so there are still people who have not achieved prosperity. However, due to the decline in the quality of community competitiveness, the unemployment rate continues to increase every year and training activities aimed at improving the ability to find work are still limited in accepting participants. This causes development not yet implemented effectively. Therefore, efforts are needed by the Tangerang City Government to achieve regional development in increasing competitiveness.

| Additional Information: | Evaluasi kinerja pembangunan daerah mempunyai peranan penting dalam memahami keberhasilan dan tantangan yang dihadapi daerah dalam mencapai tujuan pembangunannya, serta menciptakan konsistensi antara kebijakan, dengan pelaksanaan dan hasil rencana kerja daerah. Penelitian ini berfokus pada prioritas pembangunan dalam meningkatan daya saing sumber daya manusia yang merupakan salah satu prioritas pembangunan nasional untuk menciptakan masyarakat berdaya saing yang mampu menghadapi tantangan masa depan. Oleh karena itu, kerjasama pemerintah-masyarakat dalam prioritas ini sangatlah penting. Di Kota Tangerang, kinerja prioritas pembangunan peningkatan daya saing sumber daya manusia khususnya pada tahun 2021 masih berada di bawah rata-rata daerah dan nasional. Penelitian ini menggunakan teori Stufflebeam (dalam Wirawan, 2016:137) dengan pendekatan deskriptif kualitatif untuk mengevaluasi kinerja pembangunan di Kota Tangerang. Teknik pengumpulan data yang digunakan adalah wawancara, studi observasi, dan dokumentasi, dengan teknik analisis menggunakan teknik analisis Milles dan Huberman. Dalam menguji validasi data penelitian menggunakan metode triangulasi. Hasil penelitian menunjukkan bahwa pembangunan untuk meningkatkan daya saing sumber daya manusia di Kota Tangerang belum dilaksanakan secara efektif. Hal ini disebabkan karena pemerintah tidak memberikan perhatian khusus terhadap masyarakat kurang mampu, masyarakat tersebut tidak mempunyai hak atas pendidikan, sehingga masih terdapat masyarakat yang belum mencapai kesejahteraan. Namun akibat menurunnya kualitas daya saing masyarakat, angka pengangguran yang terus meningkat setiap tahunnya dan kegiatan pelatihan yang bertujuan untuk meningkatkan kemampuan mencari pekerjaan masih terbatas dalam penerimaan peserta. Hal ini menyebabkan pembangunan tidak dapat dilakukan secara merata. Oleh karena itu, diperlukan upaya pemerintah Kota Tangerang untuk mencapai pembangunan daerah dalam meningkatkan daya saing tersebut. | |||||||||
