Abstract
The implementation of the Tangerang Emas Program for Micro Businesses in Pinang Subdistrict, Tangerang City is a program of the Tangerang City Government, a program that is implemented based on Mayor Decree Number: 500/919-DKUKW2019 concerning the Delegation of Authority to Sign Cooperation for Loan Disbursement "Economic Community Prosperity Program (EMAS) through the Tangerang City Industry, Trade, Cooperatives and Micro, Small and Medium Enterprises Office. In this study with the title "Implementation of the Tangerang Emas Program (Prosperous Community Economy) for Micro Business Actors in Pinang District, Tangerang City in 2020-2022" aims to describe and analyze the implementation of the Tangerang Emas program using the theory of Van Metter and Van Horn (Leo Agustino 2014: 14) using descriptive qualitative research methods and the data collection process is carried out by observation, interviews, and documentation. The results of this study show that the implementation of the Tangerang Emas program is not yet strong, in the sense that this program is still not detailed, there is no clear legal basis, the resources for implementing the Tangerang Emas program still lack the skills to provide information so that it does not run optimally. There are no strict sanctions during the implementation of this program for business actors who do not pay business credit installments. Furthermore, the Standard Operating Procedures that are carried out have not run well, so that micro-business actors do not pay on time.

| Additional Information: | Implementasi Program Tangerang Emas pada Pelaku Usaha Mikro di Kecamatan Pinang Kota Tangerang merupakan program Pemerintah Kota Tangerang, program yang dilaksanakan atas dasar Keputusan Walikota Nomor: 500/919-DKUKW2019 tentang Pelimpahan Kewenangan Penandatanganan Kerjasama Penyaluran Pinjaman “Program Ekonomi Masyarakat Sejahtera (EMAS) melalui Dinas Perindustrian, Perdagangan, Koperasi dan Usaha Mikro Kecil Menengah Kota Tangerang. Dalam penelitian ini dengan judul ”Implementasi Program Tangerang Emas (Ekonomi Masyarakat Sejahtera) Pada Pelaku Usaha Mikro di Kecamatan Pinang Kota Tangerang Tahun 2020-2022” bertujuan untuk mendeskripsikan dan menganalisis implementasi program Tangerang Emas dengan menggunakan teori dari Van Metter dan Van Horn (Leo Agustino 2014:14) dengan menggunakan metode penelitian kualitatif deskriptif serta proses pengumpulan data dilakukan dengan observasi, wawancara, dan dokumentasi. Hasil dari penelitian ini menunjukan bahwa implementasi program Tangerang Emas yaitu pelaksanaan program Tangerang Emas belum kuat, dalam artian program ini masih belum terperinci belum adanya landasan hukum yang jelas, sumber daya pelaksana program Tangerang Emas masih kurangnya keterampilan untuk memberikan informasi sehingga tidak berjalan secara maksimal. Tidak adanya sanksi yang tegas selama pelaksanaan program ini dijalankan bagi para pelaku usaha yang tidak membayarkan cicilan kredit usaha. Selanjutnya Standar Operasional Prosedur yang dijalankan belum berjalan dengan baik, sehingga pelaku usaha mikro yang tidak membayarkan secara tepat waktu. | |||||||||
