Abstract

Regulation of the Head of the Financial Education and Training Agency (BPPK) Number Per-2 / PP / 2016, explains that the BPPK Secretariat is an Echelon II Unit within BPPK which has the task of coordinating the implementation of duties as well as coaching and providing administrative support to all elements within BPPK. In the management process, the BPPK Secretariat is inseparable from the opportunities and risks for the organization. This study aims to identify and manage risks in organizational activities at the BPPK Secretariat. The Phase 1 HOR method is used to identify, analyze, and evaluate risks, while the Phase 2 HOR method is used to mitigate risks. In addition, using the FMEA method to assess severity and occurrence, and pareto diagrams are used to determine priority risk sources. The results of this study identified 22 risk events, 46 sources of risk, 5 sources of priority risk, and 9 proposed mitigation actions. Among them, identified risk events, the level of employee understanding of the learning organization is inadequate with the source of risk, namely the lack of optimal activities that can provide understanding to employees related to the learning organization. This source of risk is one of the priority risk sources so that mitigation actions are proposed, one of which is by conducting socialization, dissemination, webinars, talk shows, and assistance activities about learning organizations.

Additional Information: Peraturan Kepala Badan Pendidikan dan Pelatihan Keuangan (BPPK) Nomor Per-2/PP/2016, menjelaskan Sekretariat BPPK adalah Unit Eselon II di lingkungan BPPK yang mempunyai tugas melaksanakan koordinasi pelaksanaan tugas serta pembinaan dan pemberian dukungan administrasi kepada semua unsur di lingkungan BPPK. Dalam proses pengelolaannya Sekretariat BPPK tidak terlepas dari adanya peluang dan risiko bagi organisasi tersebut. Penelitian ini bertujuan untuk mengidentifikasi dan mengelola risiko pada aktivitas organisasi di Sekretariat BPPK. Metode yang digunakan yaitu metode House of Risk (HOR) Fase 1 dan Fase 2. Metode HOR Fase 1 digunakan untuk mengidentifikasi, menganalisis, dan mengevaluasi risiko, sedangkan metode HOR Fase 2 digunakan untuk melakukan mitigasi risiko. Selain itu, menggunakan metode FMEA untuk melakukan penilaian severity dan occurrence, serta diagram pareto digunakan untuk menentukan sumber risiko prioritas. Hasil pada penelitian ini yaitu teridentifikasi 22 kejadian risiko, 46 sumber risiko, 5 sumber risiko prioritas, dan 9 usulan aksi mitigasi. Diantaranya terindentifikasi kejadian risiko tingkat pemahaman pegawai terhadap learning organization belum memadai dengan sumber risikonya yaitu belum optimalnya kegiatan-kegiatan yang dapat memberikan pemahaman kepada pegawai terkait dengan learning organization. Sumber risiko tersebut merupakan salah satu sumber risiko prioritas sehingga diusulkan aksi mitigasi salah satunya dengan melakukan kegiatan sosialisasi, diseminasi, webinar, talkshow, dan asistensi tentang learning organization.
