Abstract
The simultaneous regional elections which will be held in 2024 have been stated in Paragraph (8) of Article 201 of Law Number 10 of 2016 concerning Regional Elections, on this basis the Acting Governor has been appointed as a temporary replacement based on the legal basis for the appointment in Regulation of the Minister of Home Affairs Number 4 of 2023 which regulates regarding the authority in implementing regional governance by an Acting Governor, Streamlining the Structure implemented by the Acting Governor is one of the legal products that has received a lot of criticism from organizations and students. The Problem Identification of this thesis is, what is the authority of the acting governor in streamlining the organizational structure and work procedures of the regional government of Banten province according to Minister of Home Affairs Regulation Number 4 of 2023 concerning Acting Governors, Acting Regents and Acting Mayors? And what are the legal impacts of streamlining the organizational structure and work procedures of the Banten Provincial government? The theories used are Authority Theory and Bureaucratic Reform Theory. The research method used is normative juridical. The research specification is descriptive analysis. Data sources are Primary Data and Secondary Data. Data was obtained and analyzed descriptively using a qualitative approach method. The results of the research regarding the authority of the acting governor in streamlining the organizational structure are that the acting governor according to the Minister of Home Affairs is allowed to make regulations that conflict with the previous governor, so the conclusion that was obtained after the research results were obtained was that the acting governor must obtain permission from the Minister of Home Affairs in writing and involve public participation in policy formation. So what can be suggested from this research is that the acting governor can carry out the mandate in accordance with the regulations that have been set for an acting governor by preparing for the upcoming regional elections, completing the Regional Development Plan for Banten Province well, and reviewing the concept of bureaucratic reform that will be implemented well. and right on target.

| Additional Information: | Pilkada serentak yang akan dilaksanakan pada tahun 2024 telah tertuang pada Ayat (8) Pasal 201 Undang Undang Nomor 10 Tahun 2016 tentang Pilkada, atas dasar tersebut maka ditunjuklah Penjabat Gubernur sebagai pengganti sementara dengan dasar hukum penunjukan Peraturan Menteri Dalam Negeri Nomor 4 Tahun 2023 yang mengatur tentang kewenangan dalam pelaksanaan tata pemerintahan daerah oleh seorang Penjabat Gubernur, Perampingan Struktur yang dilaksanakan oleh Penjabat Gubernur adalah salah satu produk hukum yang banyak mendapatkan kritik dari Organisasi dan Mahasiswa. Adapun Identifikasi Masalah dari skripsi ini adalah, bagaimana kewenangan penjabat gubernur dalam merampingkat struktur organisasi dan tata kerja pemerintahan daerah provinsi banten menurut Peraturan Menteri Dalam Negeri Nomor 4 Tahun 2023 Tentang Penjabat Gubernur, Penjabat Bupati, dan Penjabat Walikota? Serta bagaimana dampak hukum dari perampingan struktur organisasi dan tata kerja pemerintah Provinsi Banten?. Teori yang digunakan adalah Teori Kewenangan dan Teori Reformasi Birokrasi. Metode penelitian yang digunakan adalah yuridis normatif. Spesifikasi penelitian yaitu deskriptif analisis. Sumber data adalah Data Primer dan Data Sekunder. Data diperoleh dan dianalisis secara deskriptif dengan metode pendekatan Kualitatif. Hasil penelitian mengenai kewenangan penjabat gubernur dalam perampingan struktur organisasi adalah penjabat gubernur menurut Permendagri diperbolehkan untuk membuat peraturan yang bertentangan dengan gubernur sebelumnya dengan kesimpulan yang didapatkan setelah hasil penelitian adalah penjabat gubernur harus mendapatkan izin dari menteri dalam negeri secara tertulis dan melibatkan partisipasi masyarakat dalam pembentukan kebijakannya. Maka yang dapat disarankan dari penelitian ini adalah penjabat gubernur dapat melaksanakan mandat sesuai dengan peraturan yang sudah ditetapkan kepada seorang penjabat gubernur dengan menyiapkan Pilkada yang akan datang, menyelesaikan Rancangan Pembangunan Daerah Provinsi Banten dengan baik, serta mengkaji ulang konsep reformasi birokrasi yang akan dilaksanakan dengan baik dan tepat sasaran | |||||||||
