Abstract

In dealing with the drought issue PT. PLN NP UP Cirata is implementing a Corporate Social Responsibility (CSR) program by building Clean Water Sanitation in the form of drilled wells in three sub-districts of Purwakarta Regency, including Tegalwaru Sub-district. However, in its implementation the program did not run optimally. The program was not optimal due to the depth of the drilled well being less than 50 M, the selection of drilling points not going through a geoelectric test which resulted in the water coming out not being optimal, and the absence of a manager in the CSR program which resulted in conflict between residents in the distribution of drilled well water. So in this study the researcher aims to describe how CSR Management of PT. PLN NP UP Cirata in handling the drought issue in Tegalwaru District. The theories used as reference by researchers are Scott M. Cutlip's management theory, Center & Broom and Steven Fink's Crisis Stages Theory. In achieving the objectives, researchers used a qualitative approach with case study methods and analysis techniques through observation, interviews and documentation studies. The research results show that in building the drilled well CSR program the company has carried out a management process starting from defining the problem to evaluation. When defining company problems using social mapping and disaster response techniques; for company planning, holding discussions through forums that also invite stakeholders so that the program is right on target; at the time of implementation, the drilled well program did not run optimally; when evaluated, the drilled well program did not run optimally because the depth of the excavation was not in accordance with the plan, so the water flow was low and could not meet the needs of residents, besides that there was no manager in distributing clean water obtained from drilled wells, thus giving rise to conflict between residents, and communication between the company and residents did not go well because the company did not respond when there was a request for clean water assistance from the village head. This research can be used as a reference for reviewing research related to other issues, whether social issues, political issues or disaster issues. Apart from that, this theory can function to examine other issues that are developing in Tegalwaru District, including landslides, floods, and local community employment issues at PT. PLN NP UP Cirata.

Additional Information: Dalam menangani isu kekeringan di Kecamatan Tegalwaru, Kabupaten Purwakarta PT. PLN NP UP Cirata membangun Sanitasi Air Bersih (SAB) berupa sumur bor sebagai bentuk tanggung jawab sosial perusahaan terhadap masyarakat setempat atau dikenal dengan istilah Corporate Social Responsibility (CSR). Namun dalam implementasinya program tersebut tidak berjalan dengan optimal, karena kedalaman sumur bor kurang dari 50 Meter, pemilihan titik pengeboran tidak melalui uji geolistrik, dan tidak adanya pengelola dalam program CSR tersebut sehingga mengakibatkan konflik antar warga dalam pembagian air sumur bor. Oleh karena itu, dalam kajian ini peneliti bertujuan untuk mendeskripsikan bagaimana Manajemen CSR PT. PLN NP UP Cirata dalam menangani isu kekeringan di Kecamatan Tegalwaru. Adapun teori yang menjadi acuan peneliti yaitu Teori manajemen Scott M. Cutlip, Center & Broom dan Teori Tahapan Krisis Steven Fink. Dalam mencapai tujuan, peneliti menggunakan pendekatan kualitatif dengan metode studi kasus dan teknik analisis melalui observasi, wawancara, dan studi dokumentasi. Hasil penelitian menunjukkan bahwa dalam membangun program CSR sumur bor perusahaan telah melakukan proses manajemen mulai dari mendefenisikan masalah hingga evaluasi. Saat mendefenisikan masalah perusahaan menggunakan teknik social mapping dan tanggap bencana; untuk perencanaan perusahaan melakukan diskusi melalui forum yang turut mengundang stakeholder agar program tepat sasaran; pada saat implementasi, program sumur bor tidak berjalan dengan optimal; ketika dievaluasi, program sumur bor tidak berjalan dengan optimal karena kedalaman galian tidak sesuai dengan perencanaan, sehingga debit air rendah dan tidak dapat memenuhi kebutuhan warga, selain itu tidak ada pengelola dalam pendistribusian air bersih yang diperoleh dari sumur bor, sehingga menimbulkan konflik antar warga, dan komunikasi yang terjalin antara perusahaan dengan warga tidak berjalan baik pasalnya perusahaan tidak memberi tanggapan saat ada permohonan bantuan air bersih dari kepala desa. Penelitian ini dapat dijadikan acuan untuk mengkaji penelitian terkait isu lainnya, baik isu sosial, isu politik atau isu kebencanaan. Selain itu, teori ini dapat berfungsi untuk mengkaji isu lainnya yang berkembang di Kecamatan Tegalwaru diantaranya yaitu bencana longsor, bencana banjir, dan isu ketenagakerjaan masyarakat lokal di PT. PLN NP UP Cirata.
