Abstract
Lebak Regency is a district consisting of 28 sub-districts spread throughout the region. The district area is divided into 340 villages and 5 sub-districts. The voter participation rate in Lebak Regency is the lowest when compared to other Municipal Districts in Banten Province, namely 78.28%. Tall. This research aims to explain and describe the Lebak Regency KPU strategy in increasing voter participation in the 2019 elections. This research uses descriptive methods with a qualitative approach and data collection through observation, interviews and documentation. Researchers use SWOT analysis theory according to Kotler (2008). The results of this research can be concluded that the Lebak Regency KPU has strengths in terms of increasing community participation in holding elections. The Lebak Regency KPU has an organized structure with adequate human resources and good experience. The Lebak Regency KPU has a clear understanding of its main tasks and functions, focusing on increasing internal capacity through training and capacity building programs. However, there are weaknesses in terms of human resources (HR) not understanding the laws and regulations related to elections, obstacles related to signals and human resources, the need for reliable application operators in the IT sector, as well as obstacles in communication and coordination between related parties. On the other hand, there is an opportunity for the Lebak Regency KPU to increase voter participation by taking advantage of the positive support and enthusiasm of the community and various related parties. It is hoped that this research will provide benefits as a form of application of state administration theories and management problems in the social environment.

| Additional Information: | Kabupaten Lebak adalah sebuah kabupaten yang terdiri atas 28 kecamatan yang tersebar di seluruh penjuru wilayah. Wilayah kabupaten ini dibagi menjadi 340 desa dan 5 kelurahan. Tingkat partisipasi pemilih di Kabupaten Lebak merupakan yang paling rendah jika dibandingkan dengan Kabupaten Kota lain di Provinsi Banten yaitu sebesar 78,28%. Tinggi. penelitian ini bertujuan untuk memaparkan serta mendeskripsikan mengenai strategi KPU Kabupaten Lebak dalam meningkatkan partisipasi pemilih pada pemilu tahun 2019. Penelitian ini menggunakan metode deskriptif dengan pendekatan kualitatif dan pengumpulan data melalui observasi, wawancara, dan dokumentasi. Peneliti menggunakan teori analisis SWOT menurut Kotler (2008). Hasil penelitian ini dapat disimpulkan bahwa KPU Kabupaten Lebak memiliki kekuatan dalam hal peningkatan partisipasi masyarakat pada penyelenggaraan pemilu. KPU Kabupaten Lebak memiliki struktur yang terorganisir dengan sumber daya manusia yang memadai dan pengalaman yang baik. KPU Kabupaten Lebak memiliki pemahaman yang jelas terkait tugas pokok dan fungsi, fokus pada peningkatan kapasitas internal melalui pelatihan dan program kapasitas building. Namun, terdapat kelemahan dalam hal ketidakpahaman sumber daya manusia (SDM) terhadap aturan perundang-undangan terkait pemilu, kendala terkait sinyal dan sumber daya manusia, kebutuhan akan operator aplikasi yang handal di bidang IT, serta kendala dalam komunikasi dan koordinasi antara pihak terkait. Di sisi lain, terdapat peluang dari KPU Kabupaten Lebak untuk meningkatkan partisipasi pemilih dengan memanfaatkan dukungan positif dan antusiasme masyarakat serta berbagai pihak terkait. Penelitian ini diharapkan dapat memberikan manfaat sebagai bentuk aplikasi atas teori-teori administrasi negara dan permasalahan manajemen pada lingkungan sosial. | |||||||||
