Abstract
Rural development is currently the main focus in regional development. One source of development funding is from the Village Fund, village funds are a source of funds that come from the State revenue and expenditure budget. This fund is specifically intended for villages, including Citeupuseun Village, Cihara District, Lebak Regency. Citeupuseun Village is one of the villages that holds the status of a disadvantaged village in Cihara sub-district, in the implementation of village fund management there are still several problems encountered, including the use of village funds in Citeupuseun Village not fully complying with village minister regulations, socialization activities have not been carried out optimally by the Citeupuseun Village government and quality of village fund management resources. This research aims to find out how to implement the priority use of village funds in 2021 in Citeupuseun Village, Cihara District, Lebak Regency. This research method uses a qualitative research method with a descriptive approach. The theory used in this research is the policy implementation model according to George C. Edwards III in (Agustino, 2020:154-158) which has four aspects of implementation, namely: communication, resources, disposition and bureaucratic structure. The results of this research are that the implementation of priority use of village funds in 2021 in Citeupuseun Village has not run optimally. Several aspects have not been fulfilled, namely from communication where socialization activities have not been carried out optimally, in terms of management or implementer resources being inadequate, and the village fund budget has also not achieved the goal of holding village funds and the priority for using village funds is also not in accordance with the priorities in 2021. However, in the aspect of disposition towards the response and attitude of policy implementers, it is good and in the aspect of bureaucratic structure related to sops or regulations governing village funds, it has been clearly conveyed.

| Additional Information: | Pembangunan pedesaan saat ini menjadi fokus utama dalam pembangunan daerah. Salah satu sumber untuk pendanaan pembanguan adalah bersumber dari Dana Desa, dana desa merupakan sumber dana yang berasal dari anggaran pendapatan dan belanja Negara. Dana ini ditujukan khusus untuk desa, termasuk Desa Citeupuseun Kecamatan Cihara Kabupaten Lebak. Desa Citeupuseun merupakan salah satu desa yang menyandang status desa tertinggal di kecamatan cihara, dalam pelaksanaan pengelolaan dana desa masih ditemui beberapa permasalahan diantaranya yaitu penggunaan dana desa di Desa Citeupuseun belum sepenuhnya mematuhi peraturan menteri desa, kegiatan sosialisasi belum dilakukan secara maksimal oleh pemerintah Desa Citeupuseun dan kualitas sumber daya pengelola dana desa. penelitian ini bertujuan untuk mengetahui bagaimana Implementasi Prioritas Penggunaan Dana Desa Tahun 2021 di Desa Citeupuseun Kecamatan Cihara Kabupaten Lebak. Metode penelitian ini menggunakan metode penelitian kualitatif dengan pendekatan deskriptif. Teori yang digunakan dalam penelitian ini adalah model implementasi kebijakan menurut George C. Edwards III dalam (Agustino, 2020:154-158) yang memiliki empat aspek implementasi yaitu: komunikasi, sumber daya, disposisi dan struktur birokrasi. Hasil penelitian ini yaitu implementasi prioritas penggunaan dana desa tahun 2021 di Desa Citeupuseun belum berjalan secara maksimal. Beberapa aspek yang belum terpenuhi yaitu dari komunikasi dimana kegiatan sosialisasi belum dilakukan secara maksimal, pada asepk sumber daya pengelola atau implementor kurang memadai, serta anggaran dana desa juga belum mencapai tujuan diadakannya dana desa dan prioritas penggunaan dana desa juga belum sesuai dengan yang diprioritaskan pada tahun 2021. Akan tetapi pada aspek Disposisi terhadap respon dan sikap pelaksana kebijakan sudah baik dan pada aspek struktur birokrasi terkait sop atau peraturan yang mengatur dana desa sudah disampaikan secara jelas. | ||||||
