Abstract
This article aims to portray the gap for blind people in non-physical accessibility to the Selection Process for Candidates for Civil Servants selection process that occurred with Muhammad Baihaqi. In employment, people with disabilities often experience discrimination which ultimately puts them at a disadvantage in getting work. Baihaqi received discriminatory treatment during the 2019 Selection Process for Candidates for Civil Servants selection process in Central Java, he was deemed ineligible even though he had passed the administrative and SKD selection stages. The author uses a qualitative method with a narrative approach from Creswell (2015) to present the story of Baihaqi's experience during the 2019 CPNS selection process. The theory used as an analytical tool is John Rawls's (1995) theory of justice with lexical order analysis. From the storytelling and data findings in the field, the results of this research are that there is non-physical discrimination, injustice and negative stereotypes towards Baihaqi. Non-physical discrimination lies in the requirements for the formation of classified disabled people (namely requirements specifically for physically disabled people with first and second degrees) which is also discriminatory and is a form of injustice for Baihaqi who cannot continue the selection process. Stereotypes lie in negative statements made by institutions. Baihaqi's non-physical accessibility as a blind person is a form of injustice that lies de facto in the requirements that still classify and discriminate between disabled people during the 2019 Selection Process for Candidates for Civil Servants selection process in Central Java.

Additional Information: | Tulisan ini bertujuan untuk memotret mengenai kesenjangan bagi difabel netra dalam aksesibilitas non-fisik terhadap proses seleksi CPNS yang terjadi pada Muhammad Baihaqi. Dalam ketenagakerjaan, difabel kerap kali mendapatkan diskriminasi yang pada akhirnya menempatkan mereka pada ketidakberuntungan dalam mendapatkan pekerjaan. Baihaqi menerima perlakuan diskriminasi saat proses seleksi CPNS 2019 di Jawa Tengah, ia dianggap tidak memenuhi syarat sedangkan sudah lulus tahapan seleksi administrasi dan SKD. Penulis menggunakan metode kualitatif dengan pendekatan naratif Creswell (2015) untuk menyajikan cerita pengalaman Baihaqi saat proses seleksi CPNS 2019. Teori yang digunakan sebagai pisau analisa adalah teori keadilan John Rawls (1995) dengan analisis lexial order. Dari penuturan cerita dan temuan data di lapangan, hasil penelitian ini yaitu terdapat diskriminasi non-fisik, ketidakadilan, dan stereotip negatif kepada Baihaqi. Diskriminasi non-fisik terletak pada persyaratan formasi difabel yang diklasifikasikan (yakni persyaratan dikhususkan untuk difabel tuna daksa dengan derajat satu dan dua) yang juga hal tersebut mendiskriminasi danmerupakan bentuk ketidakadilan bagi Baihaqi yang tidak bisa melanjutkan proses seleksinya. Stereotip terletak pada pernyataan negatif yang terlontar dari lembaga. Aksesibilitas non-fisik Baihaqi sebagai seorang difabel netra merupakan salah satu bentuk ketidakadilan yang terletak pada de facto dengan persyaratan yang masih mengklasifikasikan dan membeda-bedakan difabel saat proses seleksi CPNS 2019 di Jawa Tengah. | ||||||
