Abstract

This research aims to dissect the reality of the dimensions of citizenship for people with disabilities in Serang City. Fulfillment of legal status is generally considered to have resolved citizenship matters for people with disabilities. However, the reality on the ground shows that the presence of legal status does little to solve problems of rights and social exclusion. Therefore, research discussing the dimensions of legal status alone is not sufficient as a benchmark in viewing the concept of equal citizenship for groups of people with disabilities. Fulfillment of the dimensions of citizenship needs to be highlighted comprehensively, not just referring to formal politics alone. Stokke's concept of Citizenship Dimensions and Citizenship Politics is used to explore this. The research results shows that people with disabilities in Serang City are excluded in three dimensions including membership, rights and participation. Meanwhile, people with disabilities in the city of Serang are satisfied with the dimensions of legal status through a combination process of struggle movements and clientelistic politics. The interrelation between dimensions indicates that people with disabilities are half citizens because compliance with the legal status dimension is present and cannot be ignored. Fulfillment of the dimensions of legal status, membership, rights and participation needs to be pursued through civic political struggle. People with disabilities in Serang City carry out civic political efforts that show convergence regarding the interrelated efforts to resolve injustice.

Additional Information:	Penelitian ini bertujuan untuk membedah realitas dimensi kewargaan penyandang disabilitas di Kota Serang. Pemenuhan status legal umumnya dianggap telah menyelesaikan urusan terkait kewargaan bagi penyandang disabilitas. Namun realitas dilapangan justru menampilkan kehadiran status legal tidak banyak menyelesaikan permasalahan hak dan eksklusi sosial. Oleh sebab itu, penelitian pembahasan dimensi status legal saja tidak cukup sebagai tolak ukur dalam melihat konsep kewarganegaraan yang setara bagi kelompok penyandang disabilitas. Perlu adanya penelaahan secara holistik dan komprehensif dimensi-dimensi kewargaan yang tidak hanya mengacu pada politik formal semata. Konsep Dimensi Kewargaan dan Politik Kewargaan ala Stokke digunakan untuk mengupas hal ini. Hasil penelitian menunjukkan bahwa penyandang disabilitas di Kota Serang tereksklusi dalam tiga dimensi meliputi membership, hak dan partisipasi. Adapun penyandang disabilitas di Kota Serang terpenuhi atas dimensi status legal melalui proses kombinasi antara gerakan perjuangan dan politik klientelisme. Interelasi antar dimensi mengindikasikan penyandang disabilitas sebagai half of citizen, sebab keterpenuhan pada dimensi status legal telah hadir dan tidak dapat diabaikan begitu saja. Pemenuhan atas dimensi status legal, membership, hak, dan partisipasi perlu diupayakan melalui perjuangan politik kewargaan. Penyandang disabilitas di Kota Serang menjalankan upaya politik kewargaan yang menunjukkan konvergensi tentang saling terkaitnya upaya penyelesaian ketidakadilan.
