Undang-Undang Nomor 26 Tahun 2007 tentang Penataan Ruang mewajibkan setiap provinsi maupun kabupaten/kota memiliki peraturan daerah mengenai tata ruang.Berdasarkan hal tersebut, Pemerintah Kota Serang telah memiliki rencana tata ruang wilayah berupa peraturan daerah yakni Peraturan Daerah Kota Serang Nomor 6 Tahun 2011. Namun pada kenyataannya sampai saat ini telah terjadi berbagai permasalahan dalam penataan ruang di Kota Serang. Tujuan penelitian ini adalah untuk mengetahui proses formulasi Peraturan Daerah Kota Serang Nomor 6 Tahun 2011 tentang Rencana Tata Ruang Wilayah Kota Serang Tahun 2010-2030 (Studi Kasus Pasal 29 tentang Ruang Terbuka Hijau).Penelitian ini menggunakan teori formulasi kebijakan menurut Thomas R Dye dalam Widodo (2006:44-71). Metode yang digunakan yaitu kualitatif deskriptif. Teknik pengumpulan data yang digunakan yaitu wawancara, observasi, dan studi dokumentasi. Informan dalam penelitian ini adalahPemerintah Kota Serang dan Lembaga Swadaya Masyarakat Rekonvasi Bhumi. Hasil penelitian menunjukkan perumusan yang jauh dari target yang ditetapkan pemerintah, public hearing yang tidak mengikutsertakan masyarakat, ketidaksesuaian antara Peraturan daerah Rencana Tata Ruang Wilayah Provinsi Banten dengan Peraturan Daerah Rencana Tata Ruang Wilayah Kota Serang, dan proses pengesahan peraturan daerah yang terlalu lama. Rekomendasi yang dapat diberikan yaitu Dewan Perwakilan Rakyat Daerah Kota Serang kembali mengajukan surat permohonan untuk mengkaji kembali isi dari muatan peraturan daerah kepada Pemerintah Pusat, pengkajian dan pengevaluasian Peraturan Daerah Kota Serang Nomor 6 Tahun 2011 tentang Rencana Tata Ruang Wilayah Kota Serang Tahun 2010-2030 oleh Badan Legislasi Daerah Kota Serang, dan memaksimalkan strategi kebijakan ruang terbuka hijau di Kota Serang.

Keyword : Formulation, Policy Of Regional Landscaping Plan, Green open space The Law No. 26 of 2007 on spatial planning, requires each province or district/city should have local regulations regarding their spatial management. Therefore, the city government of Serang has the regional landscaping plan in the form of regional regulation namely regulation of Serang city number 6 year 2011. But in fact, until now there has been various problems in managing space in the city of Serang. The purpose of this research isto find out the process of formulating regional regulation in Serang city number 6 year 2011 about the regional landscaping plan city of Serang years 2010-2030 (case study of number section 29 about green open space). This research using the theory of formulating policy according to Thomas R Dye in Widodo (2006: 44-71). The method that used in this research is qualitative descriptive. This research using interview observation, and study of documentation to collect the data. The participants are people in Serang city government and non-governmental organizations such as Rekonvasi Bhumi. The result showed that the formulation has not reached the target yet which is set by the government; public hearing which is not involving the public society, there is not any synchronized between the regulation about regional landscaping plan of Banten province with local regulation about regional landscaping plan city of Serang, and the process of ratification of the regional regulation which needs lots of time. Recommendation that can be given is that the house of representatives in Serang city should propose a request letter to reassess the contents of the regional regulation to the central government, investigation and evaluation of regional regulation in Serang number 6, the year 2011 about the regional landscaping plan Serang City years 2010-2030 by Legislative Institute in region of Serang City, and maximize the strategy about green open space policy in Serang city. |
