Abstract
Public services are activities carried out to meet the needs of services provided by the government. The local government's affairs that encompass the needs of the community include urban facilities and infrastructure. One form of urban facilities and infrastructure that also needs attention is Public Cemeteries. The management of cemeteries in the city of Bandung is carried out by the Bandung City Public Works and Construction Service. This research focuses on the Technical Implementation Unit (UPTD) II Cemetery Management, which is responsible for managing four cemeteries in the city of Bandung: Rancacili Cemetery, Gumuruh Cemetery, Ciburuy Cemetery, and Maleer Cemetery. The purpose of this research is to describe and analyze the management of cemeteries in UPTD II Cemetery Management of Bandung City. The researcher used a qualitative descriptive method. The selection of research informants used purposive and snowball techniques. This research uses the theory proposed by Charles O Jones which consists of 3 aspects, namely Organization, Interpretation, and Application. The problems of this research are the availability of cemetery land in UPTD Cemetery II Bandung City which is increasingly diminishing due to the ratio between the population and the availability of cemetery land no longer being balanced, the existence of cemetery land that changes function/used by the surrounding community, and the number of graves with buildings that do not comply with regulations both in terms of size and construction of graves that do not use a grassification system. The results of this research indicate that the Implementation of Bandung City Regulation Number 19 of 2011 at UPTD Cemetery Management II Bandung City has shown positive progress, but still faces several challenges that require further action to achieve more optimal results. Better coordination between relevant agencies and concrete steps are needed to overcome barriers in policy implementation and improve cemetery services to the community.

| Additional Information: | Pelayanan publik merupakan suatu kegiatan yang dilakukan untuk memenuhi kebutuhan pelayanan yang disediakan oleh pemerintah. Urusan pemerintah daerah yang mencangkup kebutuhan masyarakat adalah sarana dan prasarana kota. Salah satu bentuk dari sarana dan prasarana kota yang perlu diperhatikan juga yakni Tempat Pemakaman Umum. pengelolaan pemakaman yang ada di Kota Bandung dilaksanakan oleh Dinas Cipta Karya dan Bina Konstruksi Kota Bandung. Penelitian ini mengambil fokus penelitian pada Unit Pelaksana Teknis Daerah (UPTD) II Pengelola pemakaman yang bertugas mengelola empat pemakaman yang ada di Kota Bandung yaitu TPU Rancacili, TPU Gumuruh, TPU Ciburuy, dan TPU Maleer. Tujuan dari penelitian ini adalah untuk mendeskripsikan dan menganalisis tentang pengelolaan pemakaman yang ada di UPTD II Pengelola Pemakaman Kota Bandung. Peneliti menggunakan metode deskriptif kualitatif. Pemilihan informan peneliti menggunakan Teknik purposive dan Teknik snowball. Penelitian ini menggunakan teori yang dikemukakan oleh Charles O Jones yang terdiri dari 3 aspek, yaitu Pengorganisasian, Interpretasi, dan Aplikasi. Masalah dari Penelitian ini adalah Ketersedian lahan makam di UPTD Pemakaman II Kota Bandung yang sudah semakin menipis disebabkan oleh rasio antara jumlah penduduk dengan ketersediaan lahan pemakaman sudah tidak lagi seimbang, Terdapat lahan pemakaman yang beralih fungsi\digunakan masyarakat sekitar pemakaman, dan Banyaknya makam dengan bangunan yang tidak sesuai dengan aturan baik dari segi ukuran, maupun konstruksi makam yang tidak menggunakan sistem rumputisasi. hasil penelitian ini menunjukkan bahwa Implementasi Peraturan Kota Bandung Nomor 19 Tahun 2011 Di UPTD Pengelola Pemakaman II Kota Bandung telah menunjukkan progres positif, namun tetap dihadapkan pada beberapa tantangan yang memerlukan tindakan lebih lanjut guna mencapai hasil yang lebih optimal. Diperlukan koordinasi yang lebih baik antara instansi terkait dan langkah-langkah konkret untuk mengatasi hambatan dalam pelaksanaan kebijakan dan meningkatkan pelayanan pemakaman kepada masyarakat. | |||||||||
